Position:                                        Cash & Livelihoods Team Leader Benghazi Libya

Reports to:                                    Cash and Livelihoods PC

Supervision of:                              Cash and Livelihoods Project Officers, Technical Assistants and Volunteers  of Benghazi and Derna

Travel:                                            50% travel within Libya, as instructed by the line manager

  1. Role and responsibilities

The Cash & Livelihoods Team Leader will be responsible for the day-to-day implementation of the Cash & Early recovery livelihoods activities. He/she will be directly supervising the Project officers and technical assistants. Under the supervision of cash and livelihoods project coordinator, s/he will ensure that the Cash and Livelihoods outreach, assessment, venue arrangements, distribution, monitoring, and troubleshooting is implemented in an efficient and smooth manner.

Generic responsibilities

  • Setting up the cash and livelihood activities in the area offices including systems for control and supervision of the project intervention
  • Ensure the project teams are utilising the Cash, Food and Livelihood tools, SoPs and guidelines provided and contribute to the design of new relevant tools as needed.
  • Contribute to the design of Area office and cash and livelihoods response plan and in consultation with CC PM contribute to new project budgets, Logframe and Target settings.
  • Coordinate and manage cash and livelihoods projects implementation (activities, budget, and project documentation) in line with proposals, strategies, organization SOPs and donor requirements.
  • Ensure capacity building of project staff through on the job mentoring.
  • Provide regular progress reports to the Cash and Livelihoods Project Manager and the Core competency Specialist.
  • Ensure that Cash and Livelihoods projects target beneficiaries most in need.
  • Develop and manage project budget in cooperation with the CC Project Manager and project coordinator.
  • Liaise and collaborate with relevant local and national stakeholders and represent NRC in relevant forums/cluster/working groups within Libya.
  • Promote the rights of internally displaced persons (IDPs)/returnees/refugees in line with the advocacy strategy.
  • Provide high quality periodic progress reports for internal and external use including donor reporting.
  • Plan the weekly activities for his/her team and have them approved by his/her line manager and technical supervisor:
  • Ensure all the relevant tools and SOPs for cash and livelihoods are being utilised by the project team.
  • Prepare procurement plans and initiate timely procurement requests for all the project activities.
  • Ensure that standards and instructions given by his/her line manager, as well as NRC procedures, are followed.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities

  • Provide leadership in set up of Community Committee to mobilise and support all cash, food, and livelihoods activities.
  • Guide Community committee in the process of beneficiaries’ identification, verification and support in the field
  • Lead in conduct vulnerability assessments and assessments of Households and Individuals in need of cash assistance and Early recovery livelihoods support.
  • Lead in set up of cash, food assistance and Livelihoods inputs distribution plans, including the preparation of the distribution site, the cash entitlements, and any necessary documents.
  • Lead Conduct data collection exercises and post distribution monitoring surveys for Cash and Livelihoods interventions.
  • Ensure all cash and livelihoods activities are well documented by collecting and archiving proof of receipt and proof of beneficiaries’ identities.
  • Ensure the management of the beneficiary data record/list, Food baskets and livelihoods assets/inputs inventory is done on regular basis and in an accurate manner.
  • Lead the preparation of viable business plans for business grants to individuals and market actors/employers targeted with early recovery livelihoods.
  • Conduct household level M&E activities such as field monitoring of Food/cash distribution, Post Distribution Monitoring, Documentation of success/case stories etc
  • Perform any other task relevant to the position as requested by the line manager.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project Planning and Implementation: Cash & Livelihoods Project Manager and project coordinator.
  • Logistics and Procurement: Logistics, Fleet, Finance
  • M&E and Data Management:     Information Management Officer and M&E staff

  • Staff: Project officers, Technical Assistant and Volunteers
  • Stakeholders: Liaise with Community stakeholders (Mukhtars, Sheiks, Displaced Community representatives), Local government representatives – (District/Sub-District Level), beneficiaries, Community level coordination bodies as directed by the line manager

  • Bachelor level minimum
  • Prior NGO/INGO experience 2 year minimum in food security & Livelihoods
  • Experience in cash activities (ECA and MPCA)
  • Knowledge of the local humanitarian context

  • Fluency in written and spoken Arabic, knowledge of English is required.
  • Good analytical and writing/editing skills.
  • Good communication and diplomatic skills.

  • Experience working in cash based and Livelihoods interventions.
