Making that possible is the STARS Emergency Link Centre (ELC), a state-of-the-art communications and dispatch hub located at our Calgary base. The STARS ELC handles calls for critical patients across Western Canada. In addition, they provide Emergency Management support for clients across Canada for our STARS VIGILANT services. We make use of Computer Aided Dispatch (CAD) systems, advanced geographic information system (GIS) mapping, radios, telephones, satellite links and Virtual Care/Video calls to connect the right individuals on every call.As Manager, IT Critical Operations & Applications you will be responsible for the technologies that underpin the STARS ELC. This includes managing a team of individuals and external vendors who directly implement and support these systems, and also having a vision and strategy for how these technologies will evolve and support the operation. Additionally, this role will have a wider accountability to support the overall portfolio of applications that the STARS Operations uses more broadly.The successful candidate will have a strong track-record of leading technical delivery teams in a 24×7 operational environment. This must be supported by an individual who has strong interpersonal and communication skills, a demonstrated ability to build relationships across multi-disciplinary teams and communicate key messages and recommendations to all levels of our organization. This role requires a self-motivated individual who enjoys managing multiple priorities, with a passion for problem-solving through innovation.The STARS’ ELC is a high-intensity, technology dependent support environment encompassing high availability, critical operational systems. Reporting to the Director of Information Technology, the Manager IT Critical Operations and Applications will ensure this mission critical environment’s day to day cadence needs to be balanced with the ability to think more broadly to build plans and roadmaps for business enablement through technology. Supporting the business as STARS looks to adopt industry standard software as a service system and the process simplification work that goes along with that adoption. Your ability to operate in a highly sensitive data environment and to drive the appropriate implementation of policies and procedures with-in systems to support privacy and security obligations of the organization.Do you have what it takes?A Proven Operational Leader: Demonstrated expertise in operating in a 24×7 high availability, high consequence environment.

Strong Leadership of a team of technical experts that support business operations:
- Provide leadership to a team of technology specialists supporting operational and business applications.
- Leads technical subject matter experts on the team to ensure their work is aligned to organizational objectives, business unit expectations, and delivered to the highest standards of quality and timeliness.
- Working with business and IT leaders, to develop and maintain strategies for deployment, upgrades, integrations, and management of applications.
- Participate in Technology and ELC team planning and alignment meetings.
Technology Oversight & Innovation:
- Accountability for technology portfolio within the STARS ELC and broader portfolio of operational systems;
- Partner with Technology team leadership to drive focus and execution on organizational multi-year technology roadmap;
- Foster and effectively oversee third-party partnerships (vendor selection/management);
- Identification and investigation of technology/partnership opportunities for the organization and rapid vetting process to determine next steps;
- Oversight for ensuring ELC technology and all other operational technologies meet a high degree of quality standards, including planned upgrades and technical support requests;
- Liaise and integrate with internal teams to understand business process, technical requirements, and KPIs.
Education and Experience
- Degree or certificate in technology or data related field or strong adjacent experience;
- Minimum five years leading technical teams.
- Proven history supporting a 24/7 critical operations centre.
- Experience in an emergency dispatch environment is an asset.
- Experience with GIS and Call Taking applications is an asset.
- Experience leading a support team with multiple demanding priorities.
- Broad knowledge of organization change management and communications.
