The Project Manager (Ethics) directly reports to the Chief, Ethics Office.

Responsibilities

Leads and coordinates the activities of the EU-funded project on strengthening the Ethics Office to prevent breaches of neutrality, providing technical leadership on the development, implementation, and evaluation of the project outputs; plans, directs and coordinates activities of the project ensuring that goals and objectives are accomplished within a prescribed timeframe, funding parameters, project aims and components and UNRWA rules and standards. Contributes substantively to the development, improvement and update of policies, directives, guidelines, procedures, and other internal documents to support the implementation of the project. Supervises the preparation of various project outputs (e.g., policies, directives, guidelines, procedures, outreach, and training material) and their implementation and dissemination across all five UNRWA fields of operation; regularly liaises with Field Offices to ensure that project deadlines are met; solves problems and coordinates activities with stakeholders to ensure continuity of operations and efficient performance of project personnel; Sets up the monitoring and evaluation framework and work plan of the project; identifies problems and takes appropriate and timely action to meet desired goals; continuously monitors and reviews the project status and provides strategic and policy advice to the Chief, Ethics Office on required follow-up and/or corrective actions. Leads the dissemination of project results and other communication and visibility activities; develops and maintains effective relationships with internal and external stakeholders; facilitates the liaison with the donor and other partners for transparent communication and visibility on issues relating to the project. Manages administrative, financial, and logistical issues related to the project in close collaboration with the relevant UNRWA departments and with external parties, as necessary. Monitors the project budget and ensures that resources are allocated and used for project execution in a timely and efficient manner. Ensures that the mid-term evaluation, and other assessments and reviews of the project are properly planned and coordinated with other UNRWA departments.

Education

Advanced university degree (master’s or equivalent) from an accredited educational institution in social sciences, finance, international development, project management, or a related discipline.

Work Experience

At least seven years of relevant experience in project management, international development, or a related field is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. Advanced university degree (master’s or equivalent) from an accredited educational institution in social sciences, finance, international development, project management, or a related discipline is required. Good understanding of the programme cycle management, inclusive of monitoring and evaluation and the logical framework approach is desirable. Familiarity with the UN system, rules, regulations, and standards of conduct is desirable. Experience working with the humanitarian principles in the United Nations is desirable.

Excellent command of written and spoken English.

Assessment
