Duties and Responsibilities
Responsibilities of the Chief Technical Advisor: Acting as a key advisor to the Ministry, the Chief Technical Advisor will provide a wide range of expert advice and support to the Ministry, including in the specific following areas: Formulation of the new National Development Plan (NDP): • Support the Ministry’s effective oversight and coordination of formulation of the new National Development Plan • Provide hands-on contribution to the formulation of the NDP, working seamlessly with the joint GoL and UN multidisciplinary team as well as the consultancy firms Economic analysis, economic management (including macroeconomic stability): • Provide sound expert advice and support to the overall economic and financial management of the country. • Using appropriate economic model, undertake prospective analysis that will inform sectoral policies and investments. • Support the development of an integrated financial mechanism to ensure coherence between sectoral budgets and sectoral policies, as well as the efficiency of public spending Capacity building, transfer of skills and expertise: • Act as an integrated member of the Ministry’s team, work seamlessly with the latter with the view to transfer expertise and skills, contributing to team’s cohesion and effectiveness. • Design tools for an effective and accountable coordination of short, medium, and long-term planning processes, as well as the operation of a solid public finance management system; and train/familiarize the Ministry’s team with the tools. • Aid in the development of a National Planning framework for Liberia
Qualifications/special skills
An economist with a master’s degree or PhD in macroeconomics, econometrics, or related field At least 15 years of proven experience and track record in leading the formulation, implementation of national development plans. Proven technical expertise in national accounting, economic forecasting, macroeconomic analysis and support. Good command of the planning chain, programming, budgeting, monitoring, and evaluation of investments. Excellent team leader and player have demonstrated his/her capacity to work with and empower teams to deliver results. Proven ability to work with a wide range of decisions makers and other Stakeholders
