The Investigations Quality Assurance Manager reports to the Chief Investigations Division.
Responsibilities
Reviews and provides guidance on draft investigation reports and other investigations products to ensure conformity with relevant regulations, rules, policies, and standards for the conduct of investigations. Reviews and analyzes facts, findings, conclusions, and evidence to ensure accuracy and sufficiency, including reviewing evidence and consideration of due process and substantive legal issues. Provides support and mentorship to investigators to enhance the quality of their written reports and other outputs. Leads the development and review of policies governing the Investigation function to ensure compliance with best practices for the conduct of investigations. Develops, reviews and updates guidelines and standard operating procedures to be used in investigation processes having regard to best practice and UNRWA Dispute Tribunal and UN Appeals Tribunal jurisprudence. Provides policy advice and training to investigators as required to ensure investigation conforms with best practices and participate in the development and implementation of the investigation learning and training development plan. Oversees and supports investigators and intake personnel, either as direct reports or working in a team, in the context of assigned projects. Oversees and reports on the statistical progress of the activities and achievements related to the EU project funded positions.

Education
An advanced university degree (Master’s or equivalent) from an accredited educational institution in law, investigations, quality assessment or a related discipline.

Work Experience
At least seven years of progressively responsible and relevant experience in conducting/managing administrative investigations and policy development related to investigations is required. At least 2 years of work experiences in conducting quality assurance reviews and assessments in the field of investigations is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required. An advanced university degree (Master’s or equivalent) from an accredited educational institution in law, investigations, quality assessment or a related discipline is required.
Languages
Excellent command of written and spoken English.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
