Tetra Tech - Modern Cooking for Healthy Forests

The USAID-funded Climate Adaptation Support Activity (CASA), implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for future Green Climate Fund Support Experts for ongoing short-term technical assignments. These assignments are remote and will be reimbursed based on an agreed upon Level of Effort (LOE).

Note this call for EOIs is ongoing. Experts’ credentials and interest will be retained in our database and engaged as needs are identified.

The Green Climate Fund Support Experts will provide technical support to help USAID advance Green Climate Fund (GCF) programming and provide subject matter expertise and strategic advice on GCF processes and policies. The specific services requested will depend on the requirements of USAID. Responsibilities below are subject to change during scope finalization.

Responsibilities:

* Provide Technical Support to USAID to Advance GCF Programming and Accreditation Processes

This body of work will focus on support to USAID’s Country Missions or Regional Bureaus. Tasks may include:

  1. Development and implementation of GCF Readiness programming. This may include design, development, or appraisal of readiness proposals, technical assistance to USAID Country Missions and/or GCF accredited entities and delivery partners to advance readiness programming, and/or coordination of stakeholder input to readiness proposal or implementation processes.
  2. Development of GCF full-size project proposals focused on climate adaptation. This may include early-stage project conceptualization and design, development of theories of change as per GCF programming guidelines, drafting project concept notes and/or full proposal documents, drafting mandatory proposal annexes (including feasibility assessments, market assessments, or gender assessments), appraisal of existing project concepts (including social and environmental safeguards screening, financial and/or economic appraisal), consultation with country and accredited entity partners and USAID on the proposal process, preparation of documents for submission by the National Designated Authority, response to GCF comments on concept notes or proposal documents, among other tasks.
  3. GCF Project/Program Evaluations. This may include development of mid-term or final project or program evaluations for those projects for which USAID is a partner, as per guidelines in GCF’s results management framework.
  4. Technical assistance to advance direct access entity (DAE) accreditation processes. This may include helping USAID teams understand accreditation milestones and working with USAID’s country partners and DAE candidates to advance their accreditation process.

* Provide Technical Support to Guide USAID’s Engagement with the GCF Secretariat

This work will likely be conducted at the USAID Headquarters level, with some participation from regional or in-country teams. Tasks may include*:*

  1. Strategic and Technical Advice on GCF secretariat policies, programming processes, and opportunities for collaboration: This could include consultations, trainings, strategic guidance, and/or development of technical deliverables that:
  2. Help USAID understand GCF policies, processes, and programming cycle requirements;
  3. Identify opportunities for USAID programming to advance GCF pipeline proposals, readiness activities, and partner accreditation processes;
  4. Assist USAID in understanding limitations to working with GCF;
  5. Guide USAID teams on relevant GCF policies and procedures (such as those relevant to funding in fragile and conflict-affected states, for example).

Minimum Qualification Requirements:

* Minimum 5 years’ experience working with the GCF, either in the capacity of an accredited entity, or with GCF directly. This could include GCF evaluation expertise.

* Field-based experience working with countries to advance GCF proposals and/or with direct access entities (DAEs) to navigate the accreditation process.

* Specific experience with GCF’s work in fragile, conflict-affected states and in humanitarian settings and on GCF’s social and environmental safeguards procedures is preferable.

* Experience with USAID and knowledge of USAID’s Program Cycle preferred.

* Excellent technical writing skills.

* Proven communication skills, to include development of and delivery of trainings, briefing notes, etc.

* Workshop and interactive meeting facilitation expertise (including in-person, virtual, and hybrid).

* Ability to travel internationally.
