Overview of position
Background:
The three years (March 2022 – February 2025) joint program “supporting resilient livelihoods, food security & climate adaptation in Yemen, joint program (ERRY III)” financed by EU & SIDA, implemented by FAO, ILO, our client & WFP in six vulnerable governorates. The overall objective of the program is to contribute to reduced vulnerability & strengthened resilience capacity of crisis affected communities in Yemen through creation of sustainable livelihoods & access to basic services. The specific objective (goal) of the program is crisis affected communities are better able to manage local risks & shocks for increased resilience & self reliance. The joint program expected to achieve the following results over the implementation timeframe:

Outcome 1: Community institutions are strengthened & capacitated on gender sensitive resilience planning, conflict resolution & social cohesion.

Outcome 2: Vulnerable communities’ benefit from equal access to clean energy solutions, environmental protection & climate adaptive capacity in sustainable manner.

Outcome 3: Sustainable livelihoods of women & men created through improve productivity, food security & income opportunities.
Objective & purpose of the consultancy:
-
Our client in Yemen seeks to hire a Solar Energy Consultant for ERRY III project to support the renewable energy component implementation to promote & provide access to solar energy to most needy people in Yemen. The consultant would support the implementation in various targeted locations by providing technical assistance, reviewing & developing technical specs, drawings, BOQs & operational guidance. The consultant can also be harnessed by program unit for other projects.
Role objectives
The consultant will work closely with the Project Officer & line manager to support the activities implementation & perform the following tasks:

Carry out site visits to the nominated facilities to collect required information related to energy need, energy systems, applications & use descriptions, energy future needs, energy consumption & cost & the building drawings.

Conduct in depth energy need assessment for locations planned for expansion including energy requirement, load, detailed Bills of Quantities (BoQ), drawings & specifications.

Work with rural communities & local councils & health & education offices at the governorate & district level on addressing institutional arrangements related to the solarization of the targeted public service facilities.

Verify institutional arrangement with the beneficiaries & related executive offices of the solar systems to ensure proper use, management & control of any misuse or other risks.

Ensure timely preparation of the activity including community information, input distribution & training plan, preparation of training content & material related to solar capacity building activity, training of facilities representatives & carrying out logistical & administrative arrangements.

Undertake inspection of the goods & coordinate with the partners & suppliers for effective O&M of the systems.
-
Supervise the installation of the solar system, ensuring completion within timelines, contract schedules, specifications & according to approved Purchase Order (PO).

Provide support & guidance to the contractors / supplier & assist in resolving site problems.
-
Provide technical assistance & hand holding support to other implementing partners / PUNOs on the implementation of the solar energy activities.

Support project team to carry out the baseline, end line, market assessments.

Conduct a rapid market assessment to check the available solar technology & quality of system components in the local market.

Record issues, risks & lessons learnt before, during & after projects completion.

Monitoring & evaluation of above tasks & provide progress & monthly reports.
-
Develop appropriate documentation & communication materials before & after interventions in close coordination with the project team including donor requirements & document all processes, lessons learned, success stories, direct impact & recommendations.

Perform other relevant duties as assigned by the direct supervisor.
Provide technical support in the implementation & establishment of solar micro businesses including:

Development of technical & financial report for each solar systems.

Development of technical guideline of implementation for solar systems.

Development of capacity building materials for the training of all solar systems.

Project reporting
The successful consultant(s) will report directly to the ERRY III Project Manager & Project Officer. Our client will supervise, evaluate & manage the work of the service provider & make any necessary contractual decisions, while other authorities & entities identified above will only have a consultative role.
Key competencies
-
University degree in the area’s renewable energy, electrical engineering, or other relevant fields with proven 3 years of experience in the field of solar PV installations, including grid connected, off grid, PV diesel & hybrid installations with & without battery storage also have good knowledge of solar products in the local market.

Good facilitation, training, analytical, comprehension & writing skills.

Proficiency in English & Arabic.

Previous experience in the UN system & cooperation with the INGO’s / NGOs.

Proficiency with MS Office software (Word, Excel, Power Point), AutoCAD & other related energy software.
