The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism.

Context

The UNV Regional Office for Europe and CIS provides oversight and strategic guidance to the UNV Field Units in the region and is accountable for the placement of UN Volunteers mobilized for UN Agencies, Funds, and Programmes focused on peace, development and humanitarian needs. The UNV Regional Office represents and strategically positions UNV and bring UNV’s services and solutions closer to its partners from governments, UN entities, civil society, and private sector.
The NUNV Portfolio Specialist will provide strategic direction to ensure volunteers mobilization and ensure volunteers growth in designated portfolio countries.

Task description

Within the delegated authority and under the supervision of the Regional Portfolio Analyst, the Portfolio Associate will provide crucial support in the coordination and planning of UNV internal and external activities in Europe and CIS and will play a pivotal role in close coordination with the RO team members, in facilitating communication, organizing events, and supporting the effective implementation of UNV’s mandate. Key Responsibilities:
•Support the ROECIS team and Field Units with the mobilization and management of UN Volunteers;
•Support the ROECIS team and collaborate with in-country Field Units in the preparation of materials for UN partnership needs and opportunities;
•Participate, as requested, in relevant inter-agency meetings to seize opportunities for volunteer mobilization;
•Participate in the development and inclusion of volunteer solutions for UN partners and other stakeholders’ initiatives.
•Provide support to UN Host Entities in the use of UVP to recruit and manage UN volunteers during the transition period, including DoA creation, confirmation of funds, submission of candidates, assessment of candidates and performance of contract extensions and termination in UVP;
•Assist with knowledge management and stay abreast of new and existing UNV business management platforms and tools such as UVP, PowerBi, Salesforce, Break Even Calculator, and the Knowledge Management SharePoint;
•Arrange interviews in consultation with the UN Agencies /invite shortlisted candidates for interviews; Prepare interview reports and conclude recruitment of selected candidates in a timely and efficient manner ensuring the deployment time is as minimized as possible;
•Guide candidates, UN Volunteers, and their host entities on the Unified Conditions of Service, UVP as well as other processes in the volunteer management cycle, providing required input, where appropriate in managing and monitoring assignments i.e., keeping track of the contractual status of all volunteers including contract extensions, resignations, terminations and follow up on respective replacements;
•Interact with newly deployed UN Volunteers to ensure successful settlement and integration with host institutions; Prepare briefing packs and arrange orientation/security briefings for newly recruited UN Volunteers; Ensure newly recruited Volunteers have access to tools and systems required to perform their tasks and ensure International UN Volunteers acquire all the necessary Government accreditation required for their placement (entry visa, Government ID and Diplomatic Permit);
•Provide support in the processing of entitlements due to UN Volunteers i.e., entry lumpsum, bounced VLA, danger pay were applicable, repatriation travel and exit lumpsum; Assist with finalizing of all separation procedures or exit formalities in UVP when required;
•Support the organization with inductions for online and UN Volunteers, identifying Volunteer learning needs and assisting in the preparation of materials to meet these needs;
•Provide Support in planning and coordination of UNV events (e.g., Outreach Initiatives, IVD, UNV Retreats, Capacity Development and Learning Facility/CDLF workshops, RO innovative initiatives and any other activities which promote volunteerism and celebrate strengths and contributions of volunteers;
•Coordinate and collaborate with Communications and Talent Acquisition Officers for regional outreach strategies in the non- FU countries;
Results/expected outputs:
As an active UNV ROECIS team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNV and its beneficiaries in the accomplishment of her/his functions, including:
• Strengthen inter-agency and regional coordination activities, fostering effective collaboration and partnership;
• Facilitate well-organized and productive regional meetings, workshops, and events;
• Promote UN Volunteer engagement in non-Field Unit countries as SDG accelerators;
• Present innovative inputs and suggestions for improved regional coordination;
• Enhance regional and national planning and reporting efforts, improving operational efficiency;
• Efficiently plan and execute missions, ensuring their impact and alignment with strategic goals;
• Strengthen quality assurance processes and compliance for the Regional Office;
• Monitor events and activities, focusing on program effectiveness;
• Deliver regular and structured reports, briefings, and presentations to support informed decision-making;
• Substantial BI analysis on partners regarding mobilization opportunities in the region as needed.
