Mission and objectives
La resolución 71/243 de la Asamblea General reposiciona el Sistema de Desarrollo de las Naciones Unidas para cumplir con la Agenda 2030 para el Desarrollo Sostenible de manera que no deje a nadie atrás. En el centro de este proceso, y según el mandato de la resolución 72/279 de la Asamblea General, se está fortaleciendo una nueva generación de Oficinas de Coordinador Residente de las Naciones Unidas bajo el liderazgo de un Coordinador Residente de las Naciones Unidas, el representante de más alto rango del Sistema de Desarrollo de las Naciones Unidas a nivel de país, que cuenta con representación de 24 agencias, fondos, programas y organismos especializados de las Naciones Unidas. La OCR trabaja para implementar dicha reforma apoyando la coordinación del trabajo cohesivo de la ONU en Guatemala hacia la implementación de la Agenda 2030 para el Desarrollo Sostenible.
Context
In addition to the core team of five thematic functions, Resident Coordinator´s Office (RCO) Guatemala also includes a Secretariat of the Peace Building Fund led by a Coordinator, who reports to the Resident Coordinator and a Peace and Development Adviser, who also reports to the Resident Coordinator. An United Nations Office for the Coordination of Humanitarian Affairs (OCHA) National Disasters Advisor is also present in the country reporting to the Resident Coordinator who is also the Humanitarian Coordinator of the UN System in Guatemala.
A new United Nations Sustainable Development Cooperation Framework (UNSDCF) will be signed by December 2025 and will be valid for the period of 2026-2030 and will be implemented in cohesive manner as part of an interagency effort including State institutions and stakeholders from the civil society, private sector, international and national development and governance organizations, academia and others. The implementation of the UNSDCF will be the main program of activities for the RCO team in years ahead. In addition, as part of the United Nations Efficiency Agenda, support will be needed to implement our Business Operations Strategy towards the formulation of Common Premises by 2024, which will all require the application of the specific guidelines communicated by the global and regional headquarters of the United Nations, which will require joint work and cooperative decision-making in line with the contextual factors and historical specificities of Guatemala. The UNV expert in human rights and inclusion will be part of the entire process of the continuous reform towards a One UN implementation of the UNSDCF and the accompanying projects and agendas towards more efficiency and coherence.
Task description
UNV expert in inclusion will support the Resident Coordinator´s Office (RCO) in the coordination of the United Natiosn Country Team (UNCT) in the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2026-2030.
-He/she/they will focus on interagency work on inclusion, gender equality, human rights of persons with disabilities and the elderly, youth empowerment, indigenous people, prevention of sexual exploitation and abuse.
-UNV Expert will contribute to the preparation and the update of the Common Country Analysis (CCA) and UNSDCF annual and pluriannual reviews, and will support the Head of Office, RCO and the UNCT in activities related to the UN system on joint programming, monitoring and evaluation processes in the context of the implementation of UNSDCF 2026-2030.
-UNV expert will participate in the work of UN task forces, and thematic groups organized around the UNSDCF results and in close relationship with the Sustainable Development Goals of the 2030 Agenda for Sustainable Development.
-He/she/they will support the planning and execution of information and awareness activities for indigenous people and migrants.
-He/she/they will provide policy advice on adjusting strategies and implementation modalities for development cooperation including communication and advocacy, partnership building, data management and strategic planning. UNV Expert will be prepare substantive briefs on Government´s policies and strategies, UN work in the country and other partners.
-He/she/they will support the RC in the implementation of UN policies and strategies such as the Disability Inclusion Strategy, the policy on Sexual Exploitation and Abuse, Secretary General’s Call to Action for Human Rights, Youth2030.
-The UNV Expert will support the organization of the yearly gender equality actor recognitions; will write articles and create other written content on sustainable development and human rights (documents; informative notes; graphic content; others).
-He/she/they will participate in the organization of meetings and events called by the RCO.
