Description of the context

VIS is a non-governative organization that operates in Ethiopia since 1998, especially in the sectors of education, livelihood and humanitarian assistance. VIS’s goal is to improve the conditions of the population, especially the youngest, through vocational training and job placement. VIS’s intervention areas are the capital Addis Abeba and the Tigray region, Gambella, South Ethiopia and Oromia.

The project, in which the Project Manager will be involved, intends to support displaced families and host communities affected by the conflict in the Adwa woreda (central zone of the Tigray), by directly intervening with a humanitarian, inclusive and multisectoral approach. The aim of the project is to improve food safety, psycho-social assistance, inclusion and to protect minority groups (women, children, disabled persons) who are more exposed to discrimination, violence, exclusion.

Responsibilities and goals

The Project Manager will be responsible for the technical management of the project “Safe Tigray: an inclusive humanitarian initiative aiming at the improvement of population condition, both displaced people and hosting communities that live in a vulnerable situation in the Adwa’s woreda, in Tigray” code AID 12882, financed by AICS; including purchases, recruitment, monitoring and financial supervision towards target activities.

Main tasks and duties

  • To develop and establish MoUs and action plans with operative and institutional stakeholders that actively participate to the project.
  • To regularly update and report about the project activities.
  • To formulate documents related to the realization of the project: periodic activity plans and financial plans in collaboration with the Administrator; formulation of eventual variations of the budget to be checked by the donator, formulation of informative notes about the activities.
  • To select, monitor and coordinate VIS project staff, according to VIS HR procedures and ensure constant on the job capacity building. To manage the financial and administrative aspects of the project ensuring the respect of Donor and VIS procedures, in collaboration with the administrator.
  • To garantee the implementation of the correct procurement procedures of goods and services.
  • To elaborate a middle-term and final narrative report according to the donator regulations and to support the Country Finance Manager in the elaboration of the middle-term and final financial reports To collect and transmit data upon request;
  • To guarantee adequate visibility of the project, according to the donator guidelines.

Requirements:

Knowledge and competences

  • Bachelor or Master’s degree in Development cooperation, Social sciences or equivalent;
  • At least three years of experience in the international cooperation sector;
  • Experience operating in humanitarian settings or similar sectors (in the same geographic area is a plus);
  • Proven experience in international cooperative projects in (at least) one of the following sectors of intervention: emergencies, agriculture, instruction, nutrition;
  • In-depth knowledge of the main project management tools (PCM, Log Frame and so on);
  • Previous experience in the management of a work group;
  • Background in procurement procedures;
  • Working experiences with logistic/purchasing with AICS funds;
  • Fluency in English (oral and written);
  • Fluency in Italian (oral and written);
  • Local language is a plus.
