Recruitment of a consultant-trainer to develop a facilitation guide for the monitoring and supervision of key malaria control interventions at community level under the Global Fund GC7 grant

Impact Santé Afrique (ISA) coordinates the CSO Platform for Malaria Elimination (CS4ME).

Impact Santé Afrique (ISA) is implementing the “CS4ME Global Fund Community Engagement” project to build the long-term capacity of CSOs involved in the fight against malaria. This project aims to strengthen the participation and influence of malaria civil society in decision-making bodies in the fight against malaria.

Within the framework of this project, one of the priority objectives is to strengthen the capacities of civil society players to better take into account the needs of populations vulnerable to malaria.

With this in mind, Impact Santé Afrique (ISA) is looking for a Consultant-Trainer to develop a facilitation guide for the monitoring and supervision of key malaria control interventions at community level, as part of the Global Fund’s GC7 grant. This tool will be aimed at Civil Society Organizations and NGOs.

This tool is for the use of civil society organizations and community players working in the fight against malaria.

Objectives

The main objective is to develop a simple and practical guide for monitoring and supervising major malaria control interventions at community level, as part of the implementation of the Global Fund’s GC7 grant. The aim is to promote the principles of community-led monitoring and the use of CLM malaria data for advocacy, to ensure that community needs are at the heart of GC7 malaria programs.

Specifically the consultant Will:

  • Propose a methodology for the development of a facilitation guide for the monitoring and supervision of key malaria control interventions at community level within the GC7 framework, taking into account tools from the Global Fund and other sources;
  • Develop a tool presenting the major malaria control interventions and the monitoring indicators for these interventions;
  • Review the tool;
  • Validate the training and orientation tool;
  • Propose ToRs for the preparation of training on the drafted guide;
  • Participate as a trainer in a bilingual regional CSO capacity-building training on the tool developed.
  1. Duties and responsibilities of the consultant-trainer

Under the direct supervision of the Executive Director of Impact Santé Afrique (ISA), and working in collaboration with the Senior Civil Society Engagement Officer, the consultant will carry out the following tasks:

  • Briefing meetings on work with the Impact Santé Afrique (ISA) team;
  • Elaboration of the facilitation guide for CSO capacity building;
  • Review and validation of the training tool;
  • Online training of CSOs on the tool developed during a webinar;
  • Drafting and submission of the overall end-of-consultation report (progress of the mission, training, assessment of CSOs, recommendations).

Main expected results and deliverables:

  1. A facilitation guide for the monitoring and supervision of key malaria control interventions at community level under the Global Fund GC7 grant is developed, reviewed and validated;
  2. CSO members of CS4ME are trained to use the guide to monitor major malaria control interventions at community level;
  3. An end-of-consultation report is drafted and submitted to the NGO Impact Santé Afrique (ISA).

1. Period of the consultancy assignment

This consultancy mission will take place from Wednesday June 5 to Friday July 5, 2024.

2. Candidate profile

The desires consultant qualifications and skills are presented are:

  • Degree in one or more of the following fields: Master’s degree in Project Management, Public Health/Community Health, Social Sciences, Development Sciences or equivalent specialization;
  • Proven experience in monitoring and evaluating malaria control programs and interventions;
  • Demonstrated experience in the Global Fund’s GC7 process;
  • Experience in training and facilitating workshops with multi-sectoral partners in the health field, leadership qualities and consensus-building skills;
  • Proven experience in the issues related to the fight against malaria and the strengthening of community involvement and health systems;
  • Perfect oral and written command of French and English.
  • Good writing, analytical and summarizing skills;
  • Mastery of online meeting software (Zoom, Microsoft Teams, Google Meet.)

4. Evaluation of the consultant‘s offer

The evaluation of the offer received from consultant will be based on the following criteria:

(i) The candidate’s experience in carrying out assignments similar to those specified in these terms of reference;

(ii) The understanding of the mission’s expectations and the proposed intervention methodology;

(iii) The proposed financial offer.
