CONTEXT & OBJECTIVES:

Under the supervision of the Social & Inclusion (S&I) Technical Director, the Inclusive Education Manager (Head of Inclusive Education) leads the team of 2 Global Specialists & 1 Policy Development Lead, to set the Unit strategy, goals, and frameworks for successful project implementation.

The Inclusive Education sector embraces a multi sectorial approach supporting children from pre-school up to 18 years in formal, non-formal and informal settings, and includes inclusive education in development contexts, inclusive education in emergency contexts and the nexus approach to inclusive education across all contexts.

MAIN RESPONSIBILITIES:

the Inclusive Education Manager is responsible for improving internal and external positioning of HI in the areas of expertise covered by the Inclusive Education Unit. The role of Head of Inclusive Education at HI is twofold as it combines management responsibilities and technical expertise.

The Manager leads all the processes in order to set strategy, frameworks, and norms, as well as policy influence and business development for the Unit alongside the Policy and Development Lead.

Your main missions will be:

  1. Management (25 %)
  • Steering by leading the development and/or review of the technical strategy as well as its implementation
  • HR Management of the team composed of 4 people (to this date), each carrying the global framework but specialist of one or more subsectors
  • Social & Inclusion Executive Committee and strategic opportunities
  • Pilot the development of the Inclusive Education expertise
  1. Technical unit business development (15%)

Develop an overall strategy in order to identify major opportunities and/or new

projects to be developed (in close collaboration with the S&I Director, the Policy

and Development Lead and the Institutional Funding team)

  1. Technical guidance to HI field program and projects (50%)

The country portfolio includes countries in anglophone countries in the Middle East, Asia,

and Africa.

  • Contribute to the definition of quality frameworks and standards on Inclusive Education subtopics
  • Provide strategic technical guidance for key programmes implementing inclusive education
  • Contribute to the improvement of technical know-how through the development of lessons learned, research and innovation projects related to Inclusive Education (in close link with 3I Division)
  • Facilitate the professional development in inclusive education
  1. Policy and external representation (10%)
  • Represent the technical expertise of HI throughout relevant networks and partners, notably Global Campaign for Education UK, IDDC.
  • Share technical expertise and relevant field or HQ information with HIUK.

DESIRED PROFILE:

  • You hold a Master’s level background, with minimum 10 years’ experience in the implementation of projects related to inclusive education
  • You have knowledge of and experience in the inclusion of marginalized populations, especially disability inclusion and disability rights
  • You have also experience in providing capacity building and developing technical guidance and training
  • You demonstrate strong communication skills to work efficiently with a remote and intercultural team
  • You show strong organizational, planning and project management skills
  • You master written and oral institutional communication, in English and ideally in French (Spanish is a plus)

ACCESSIBILITY OF THE POSITION

Based in Lyon, the position is located in Open Space, boxes are available for more quiet if necessary and the work space is very bright. The position is easily accessible by public transport (bus, metro). A parking lot is also available.

Concerning the building, elevators and access ramps are available.

CONDITIONS OF THE POSITION:

  • Type of contract : 12 months of fixed-terms contract starting ideally on June 2024
  • Salary and bonuses will depend on o the localization
  • Localization : France (Lyon or Paris), Belgium (Brussels) or UK (London)
