Overview of position |
Established in 1951, IOM is the leading inter-governmental Organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM in Libya assists in providing medical services to vulnerable migrants, IDPs, and vulnerable host populations, especially in detention centres and at disembarkation points and organizing community outreach services for stranded migrants. The Sudan crisis that started in mid-April 2023 has caused many Sudanese people to flee within Sudan and to neighboring countries, such as Libya. The latest DTM report (April 2024) reveals the arrival of Sudanese migrants in Alkufra, Tobruk and Ejdabia, and other parts of the country. The initial results of the evaluation carried out by IOM and other UN agencies have highlighted the urgent need for enhancing the access to health services (from primary to specialized) in those areas, where the health system is already weak and cannot meet the health service need. IOM aims to provide timely medical services to the migrants by deploying medical teams (consisting of a doctor and a nurse), specialists (for regular outreach activities and helping static facilities to offer specialized care and support to migrants) and surveillance teams in enhancing disease surveillance and response capacity of the Libyan MOH. The “Surveillance Assistant” will work under the direct supervision of “National Surveillance Officer”, and in close coordination with the Field Healht Coordinator (Tripoli), Clinical Supervisors (Benghazi) and medical teams (sudan response), and in close collaboration with the respective NCDC surveillance units and complete the tasks as listed in section below. |
Role objectives |
• Regularly monitor the priority diseases at and around the migrant dense locations, camps, detention centers and the host communities of designated locations. • Collaborate with medical teams (sudan response), partners working in locations with high influx of Sudanese migrants and the communities to ensure daily and weekly reporting on the NCDC reporting template. • Regularly coordinate with the IOM mobile team to monitor the diseases of outbreak potential, especially waterborne diseases and other highly contagious diseases, and make arrangements to isolate and manage, in close coordination with the rapid response team (RRT) from respective locations. • Participate in outbreak investigation and response at the assigned location. • Build the capacity of health staff to be ready to respond to events when they occur. • Collaborate with the health promotion team/staff and WASH actors for timely identification of any diseases of outbreak potential, help in raising health promotional activities, including awareness on infection prevention and control. • Establish linkages with triage centres and isolation centres and ensure appropriate follow-up. • Maintain a database of all priority diseases, whether suspected and confirmed cases disaggregated by gender, age and nationality. • Write a report of the assessment and all the support provided to the units. • Ensure consistent visibility of IOM Libya’s activities and donor visibility in line with donor requirements. • Perform such other duties as may be assigned. |

EXPERIENCE • Experience working with Surveillance administration of NCDC and Emergency Directorate • Previous experience working in the field of disease surveillance will be an asset. SKILLS • Can do statistical analysis and report writing • Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines • Good written and spoken communication skills, good interpersonal skills, ability to work in a multi-cultural environment |
