Overview of position |
Established in 1951, IOM is the leading inter-governmental Organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM in Libya assists in providing medical services to vulnerable migrants, IDPs, and vulnerable host populations, especially in detention centres and at disembarkation points and organizing community outreach services for stranded migrants. The Sudan crisis that started in mid-April 2023 has caused many Sudanese people to flee within Sudan and to neighboring countries, such as Libya. The latest DTM report (April 2024) reveals the arrival of Sudanese migrants in Alkufra, Tobruk and Ejdabia, and other areas of the country. The initial results of the evaluation carried out by IOM and other UN agencies have highlighted the urgent need for enhancing the access to health services (from primary to specialized) in those areas, where the health system is already weak and cannot meet the health service need. IOM aims to provide timely medical services to the migrants by deploying medical teams (consisting of a doctor and a nurse), specialists (for regular outreach activities and helping static facilities to offer specialized care and support to migrants) and surveillance teams in enhancing disease surveillance and response capacity of the Libyan MOH. The “Clinical Specialist” will work under the overall technical guidance of the Field Health Coordinator (Tripoli) and the direct supervision of the Clinical Supervisor (east) and complete the tasks as listed in section below. |
Role objectives |
– Organize a regular visit together with the medical outreach team in migrant-dense locations, camps, migrant worksites or detention centers to improve access to specialised medical care and services. – Conduct regular visits at the designated health facilities to support in providing medical services to migrants, IDPs and vulnerable host community based on the medical speciality. – Provide medical cover, routine and emergency, during hours of duty. – Medical treatment and follow-up for beneficiaries referred from primary healthcare centres, mobile outreach teams or temporary hospitals for treatment and/or investigation. – Support the management of migration health activities as appropriate. – Assess the health needs of migrants and displaced populations; identify priority causes of ill-health; prepare plans to address these. – Assist in collecting the data related to the health activities conducted by IOM in coordination with the Clinical Supervisor. – Assist in implementing clinical and non-clinical activities to ensure continuous provision of quality health services to IDPs, migrants and host communities. – Provide training and technical guidance to medical teams based on the medical speciality. – Ensure that quality control/quality assurance procedures are adopted and followed while providing medical care to beneficiaries up to the national and IOM global standards. – Assist and follow all the cases referred from the field to ensure quality management of medical conditions to the best available services in the area. – Assist in developing improved systems for regular monitoring and reporting on health project achievements, challenges/early warning systems, and strategic needs. – Ensure the confidentiality of the medical information of IOM beneficiaries. – Ensure daily or weekly reporting as requested by the supervisors. – Undertake duty travels as required. – Undertake other related duties as assigned |

EXPERIENCE: – Strong level of analytical skills and computer literacy; – Minimum of 2 years of demonstrable professional experience working in the medical speciality domain; experience working within the health system of Libya would be preferred; experience working in humanitarian setting will be an advantage. – Experience in implementing health services for migrants, refugee and displaced persons and other vulnerable groups, including early recovery or post-crisis emergency health programming, would be an added advantage – Experience organizing community outreach medical services would be an added advantage – Experience coordinating and liaising with government authorities, knowledge, structures, and functions of Libya’s primary health care system.
