Organizational Context
The American Red Cross helps vulnerable people and communities around the world prepare for, respond to, and recover from disasters and humanitarian crises through mobilizing the power of the Red Cross and Red Crescent Movement (RCRC). We are a member of the International Federation of Red Cross and Red Crescent Societies (IFRC). American Red Cross is working in Indonesia as an integrated partner of The International Federation of Red Cross and Red Crescent Societies (IFRC) to support the humanitarian efforts in Indonesia and has worked alongside for almost 20 years in humanitarian fields including disaster management, with a focus on disaster preparedness, National Society Development, Climate, and response during natural disasters. The American Red Cross collaborates with the Indonesia Red Cross (PMI), which is our local implementing partner. We adhere to a collective impact model in order to leverage technical, operational and cost efficiencies in partnership with our Red Cross Movement partners including IFRC in our support to further augmenting PMI’s capacities to be the most effective humanitarian organization in Indonesia. Currently the American Red Cross has several disaster preparedness and organizational development programs funded through USAID/BHA and private philanthropies (MACP) and contributes funding and technical support to response operations.

Job purpose
The Senior Program Officer will be based in Jakarta with frequent field travel. S/he will support the American Red Cross and Indonesian Red Cross (PMI) in implementing Disaster Risk Reduction, Coastal City Resilience and Climate Change Adaptation intervention in targeted locations by working closely with PMI counterparts and reporting appropriately. The position will be responsible for supporting the coordination of field activities and engagements with communities/local stakeholders as instructed by the line manager.

Job Duties and Responsibilities

  • Support Program Manager to ensure project activities are executed efficiently, within budget, and following established timelines and quality standards, to oversee the work of project staff and consultants, providing guidance, support, and mentorship as needed. Facilitate workshops, meetings, and other forums to promote dialogue, share knowledge, and foster collaboration among stakeholders.
  • Provide technical expertise and guidance on preparedness, response and climate strategies, including risk assessment, early warning systems, evacuation planning, and disaster risk reduction measures.
  • Assist PMI in preparing project documentation and reporting to ensure all required reports are submitted on time and are of high quality. This includes the provision of information for monthly progress reports and donor updates, sub-recipient monitoring, Quarterly Project Reports, indicator tracking table and knowledge production and dissemination.
  • Assist PMI to identify, monitor and manage operational and organizational risks and mitigate their impacts to project performance. Assume project quality assurance roles and trouble-shooting functions by conducting regular meetings, effective communication and field monitoring/visits.
  • Conduct regular field visits and assessments to monitor project activities, gather feedback from beneficiaries, and ensure accountability and transparency in project implementation.
  • Represent the organization in relevant forums, conferences, and meetings to showcase project achievements, share lessons learned, and advocate for increased support for earthquake readiness efforts.
  • Perform other/relevant tasks/duties as required based on project and organization need.

Position Requirements

  • Minimum Social Science and or a relevant field is required. Master’s degree is preferred
  • At least 5 years experiences in Disaster Management Field
  • 3 years minimum in project management and development; Capacity building and/or experience with institutional strengthening.
  • 3-5 years’ experience in community development, relief, humanitarian or related professional experience at a similar capacity.
  • Experience with international organization (preferred)
  • Experience with emergency response/operation
  • Experience with integrated Community Base Risk Reduction.

Knowledge and Skills

  • Strong communication and interpersonal skills
  • Understanding of and/or experienced with Red Cross and Red Crescent Movement
  • Good level of understanding about organizational change
  • Ability to work well under pressure and meet deadlines
  • Proficiency in English and Indonesian (written and spoken) required.
  • Good computers skills (Windows, Spreadsheets, Word Processing) Self-motivated, with good judgment and initiative.
  • Able to prioritize, meet deadlines, and achieve results through collaboration.
