Overview of IPPF and its humanitarian program
IPPF is a global service provider and a lead advocate of sexual and reproductive health and rights (SRHR) for all. IPPF provides SRHR services in 151 countries and runs approximately 65,000 service points worldwide.
IPPF’s humanitarian program provides a distinct model for SRHR in crises, connecting key elements of humanitarian action with long-term development through Member Associations at the centre of the actions. We are one of the world’s largest providers of sexual and reproductive health (SRH) services in emergencies.
Overview of the engagement
IPPF is preparing to develop a set of program design documents for the costed extension of SPRINT IV program, the ongoing large-scale multi-country humanitarian initiative focused on SRH services in emergencies funded by DFAT. A set of the program documents (first draft) needs to be ready by early August, with the final draft submitted early September.

Purpose
IPPF is seeking an experienced proposal writer to support the development of the program design and preparation of the program document for a major multi-country initiative focused on SRH services in emergencies as a costed extension of SPRINT IV program funded by DFAT. The writer will preferably have prior experience in developing program documents of similar nature for DFAT. Prior experience working with IPPF or SRH organisations a distinctive advantage.
The role will be remote and can be based anywhere, but the successful candidate must be flexible to be able to work with team members dispersed in different time zones in the Asia Pacific region.
The key tasks are expected to include:
- Work with IPPF technical and strategic funding colleagues to develop a set of proposal documents for a costed extension for SPRINT IV, including clear, coherent theory of change and a program design that aligns with both IPPF and donor priorities. Develop a concise proposal narrative, updated theory of change, updated M&E Framework, updated Risk Matrix, updated budget, and any other required documentation as requested by the donor.
- Redesign the Outcome 4 of the SPRINT program (focused on Recovery) including the formulation of relevant indicators based on the recommendation in the mid-term review report and consultation meetings with relevant MAs and secretariat staff.
- Draw on external best practice to inform progra design.
- Develop concise and compelling narrative description of the program design that allows for flexibility to meet IPPF’s organisational needs while using the framing and language that cater to the donor’s strategic interests.
- Work with the IPPF colleagues to ensure all the required documents are in place for the proposal submission and ensure narrative coherence across technical design and all the annexes.
Timeline
The assignment is expected to take a maximum of 20 days spread from June to September 2024. The deadline for submission of the first draft program document is around mid-July.
Milestones & Deliverables
- A set of draft program documents completed by IPPF’s internal deadline, written to a high standard, in the donor template and in line with donor guidelines and evaluation criteria. (due on 19 July*)
- A set of final program documents revised and approved by IPPF based on the feedback from the donor (due on 7 August*)
*Due dates are indicative and may be subject to change according to the submission schedule informed by the donor.
Contractor Requirements
Proven Ability and Skills:
- Proven track record developing and writing a complex humanitarian program documents for DAC donors in English, with DFAT experience preferred
- Excellent written and oral communication skills including experience communicating and working with a diverse team representing different cultures
- Strong analytical skills and the ability to organize and synthesise information as required
- Knowledge and experience on sexual and reproductive health and rights highly desirable.
- Excellent time management skills and ability to meet tight deadlines

- Awareness of and sensitivity to the multi-cultural and diverse environment in which IPPF operates.
- Integrity and ability to maintain confidentiality at all times
- Understanding of and a commitment to safeguarding including child protection, in a local and international context
- Supportive of a woman’s right to choose and to have access to safe abortion services
Location :
The role is remote and can be based anywhere. However, the successful candidate should be able to work hours that overlap with at least half of the working hours in Malaysia time (9am-5pm Malaysia). Further engagement may be required with colleagues across a wide range of time zones including the Asia and Pacific regions.
