The United Nations Development Programme (UNDP) actively supports Jordan in achieving sustainable development, leading to transformative change and tangible improvements in people’s lives. This is achieved through the design and implementation of policies and programs that address the country’s development challenges. UNDP emphasizes considerations such as Gender Equality, Private Sector Engagement, Environmental Sustainability, and Innovation, aligning local development solutions with the 2030 Agenda.
Collaborating with the European Union, UNDP aims to enhance the social and economic well-being of vulnerable refugees and host populations in Jordan, reducing relative inequalities. This collaboration focuses on effective funding planning, coordination, and management, strengthening institutional capacities at the Ministry of Planning and International Cooperation (MoPIC) to manage the Humanitarian, Development, and Syria Crisis Response (HD&SCR) efficiently. The Project seeks to align funding management with national priorities, international commitments, and responses to the Syrian crisis, accelerating Jordan’s progress toward human and sustainable development.
The objective will be achieved through (1) Supporting the strengthening of human, institutional, digital, and technical capacities for HD&SCR funding coordination and management within MoPIC, targeting, namely, the Foreign Funding Unit and the Humanitarian Relief Coordination Unit. Support will also be extended to MoPIC-related departments and sections, including the Aid Coordination Section (ACS); (2) Enhancing alignment of aid with national priorities and international commitments through dialogue, empirical data, and research; (3) Strengthening partnerships, communication, and ODA diplomacy.
Additionally, in acknowledgment of the challenges posed by the Syrian crisis, Jordan has been significantly affected, with an unprecedented influx of refugees straining resources and infrastructure. Since 2016, the Government of Jordan has actively responded through the “Jordan Response Plan for the Syria Crisis” (JRP), rolling out a plan consolidating efforts to respond and mitigate the crisis’ impact. The Jordan Response Information System for the Syria Crisis (JORISS) serves as the primary online platform for stakeholders, facilitating the submission, tracking, monitoring, and reporting of JRP-related projects.
Throughout the life cycle of the “Project”, UNDP will provide technical support and advice to MoPIC as requested, mainstreaming gender, crisis, and risk responses as cross-cutting issues, and deploying a vulnerability approach.
The “Project” will also support resilient programming, guided by the principle of Leaving No One Behind (LNOB), addressing gender inequalities with a focus on programmes and interventions that enhance gender equality.
The “Project” will support enhancing gender-responsive programming of funding in relevant units. A Gender Analyst will be recruited aiming to support the Ministry’s gender mainstreaming efforts, raising awareness, and enhancing institutional capacities within MoPIC towards gender-responsive programming, promoting gender equality, and women’s rights through HD&SCR funding.

The successful candidate will have the following specific responsibilities:
1. Provide Programmatic advice on gender equality and Gender Mainstreaming:
o Advise on enhancing gender-responsive programming of humanitarian, development, and Syrian Crisis response funding in the Humanitarian Relief Coordination Unit (HRCU), the Foreign Funding Unit (FFU), and the Aid Coordination Section (ACS).
o Working in close coordination with the Gender section/department of MoPIC and aligning activities with national gender strategies and policies while engaging with national women’s machinery.
2. Facilitate knowledge building and sharing as required by MOPIC regarding Gender-related issues:
o Raising awareness and enhancing institutional capacities within MoPIC towards gender-responsive programming, promoting gender equality and women’s rights through HD&SCR funding.
o Ensuring that relevant staff are equipped to sustainably mainstream gender objectives and goals in their respective areas of work.
3. Monitor and measure gender mainstreaming considerations in MOPIC’s relevant working areas:
o Ensuring that considerations for gender equality are mainstreamed across the JRP, all knowledge products, as well as any criteria developed for identification and selection purposes.
o Supporting measurement towards progress on the impact of aid from a gender lens.
4. Facilitate Budgeting with a gender lens:
o Provide technical assistance to MOPIC to conduct the gender budget analysis and implement the gender. indicators’ targets for budget programmes.
5. Undertake an ongoing analysis of relevant developments related to the project focus areas, including Humanitarian, Development and Syria Crisis Response, gender equality, and women’s empowerment, and recommend necessary actions and adjustments to project activities.
o Prepare policy papers, briefing notes, thematic reviews, and speeches, as needed.
o Mainstream gender throughout the project implementation, including but not limited to undertaking necessary interventions and provide relevant inputs for highlighting gender related issues.
o Ensure that gender-disaggregated data is collected and collated according to the monitoring and evaluation framework of the project.
o Develop and implement an annual Gender Action Plan.
o Guide the project’s/MOPIC Advisors to design gender inclusive plans, gather and analyze gender indicators; and ensure gender inclusivity throughout project activities, materials, and events.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Gender Analyst will work under the guidance of the Governance and Peace Pillar Team Leader and in collaboration with the Project’s Team at UNDP and the Ministry of Planning and International
