1. Project Background

The Government of Cambodia (GoC) requested AIIB’s assistance to finance the preparation and implementation of the Climate Adaptive Irrigation and Sustainable Agriculture for Resilience Project (CAISAR).
The Project objective is to support the GoC to increase irrigation service efficiency, strengthen climate adaptive capacity against extreme weathers, and improve productivity of smallholder farmers and vulnerable rural communities through the restoration and enhancement of smart and climate resilient irrigation systems in the four provinces, i.e., Kampong Speu, Kampong Chhnang, Kandal and Pursat.

2. Objectives of the Assignment

The purpose of hiring a Senior Irrigation Consultant (the Consultant) is to assist the AIIB Project Team, the Implementing Entity (IE), and the Ministry of Water Resources and Meteorology (MOWRAM) with technical aspects in the preparation of the CAISAR Project for appraisal and loan negotiations.

3. Scope of Services

The Project objective is to support the GoC to increase irrigation service efficiency, strengthen climate adaptive capacity against extreme weathers, and improve productivity of smallholder farmers and vulnerable rural communities through the restoration and enhancement of smart and climate resilient irrigation systems in the four provinces, i.e., Kampong Speu, Kampong Chhnang, Kandal and Pursat.

4. Consultancy Output / Deliverables

The Consultant will:
• Conduct technical reviews and support in developing key documents required for CAISAR’s preparation, which include feasibility studies, detailed engineering designs, procurement plans, bidding documents, etc.
• Provide recommendations on irrigation-related activities by proposing best practices and innovative approaches, including planning, designing and management of irrigation and drainage networks, flood management systems, water resources planning, climate-smart agriculture, water technologies, etc.
• Provide support with the preparation of the funding proposal to the Green Climate Fund (GCF), as needed.
• Participate and provide support in AIIB’s project appraisal and approval processes, as needed.
• Provide support and technical inputs to the AIIB Project Team on key technical issues, including but not limited to project design, scope, locations of investment activities, financing arrangements, climate-smart technologies, water resource management, etc.
• Actively participate in discussions with relevant representatives of GOC and financing partners to discuss work plans and actions related to the ongoing project issues.
• Ad hoc support requested by the project team.

5. Implementation Arrangement

The Consultant will work home-based and may join mission travels to Cambodia, as required and authorized by the project team.

Qualification Requirement

The Consultant is expected to have the following key qualifications:
• Over 20 years of professional experience in the water infrastructure sector, including ten years in Southeast Asia.
• Over 10 years working in association with International Financing Institutions in Asia with a demonstrated understanding of the project cycle, especially the preparation and implementation of projects in irrigation and water resources management.
