The current conflict in Yemen broke out in 2015. The protracted political conflict requires the resilience of the Yemeni society to be strengthened, beyond humanitarian assistance and community self-help initiatives. Local authorities, although seriously affected by the crisis, have remained in place and continue assuming important state functions, in particular for facilitating humanitarian aid, service delivery and conflict resolution. They retain some legitimacy and trust and have shown that they can coexist and collaborate with informal governance actors that are fundamental to the traditional Yemeni political order. Strengthening (economic) resilience of the Yemeni society in today’s context means strengthening responsive, inclusive and accountable local governance systems.
The Strengthening Institutional and Economic Resilience in Yemen project (SIERY) is a multi-year initiative supported by the European Union (EU). The project aims to scale up support to local authorities to maintain and increase equitable access to public services and foster social cohesion and sustainable recovery. The Project takes a two-step approach. On the one hand, SIERY strengthens district authorities through capacity development, technical support and discretionary funding to devise and implement recovery plans and to fulfil their missions in a more participatory, inclusive and accountable manner. Secondly, SIERY, as a function for improved economic resilience of the private sector through strong collaboration with local authorities, supports smallholders and Small and Medium Enterprises (SMEs) with capacity development, technical support and network opportunities and access to grants and loans
The project teams is primarily based in Sana’a but the local work in the targeted governorates is led and coordinated by a total of five (5) Field Coordinators. Currently, UNDP Yemen/SIERY seeks to recruit a Field Coordinator based in Marib to support the implementation of SIERY.
The Field Coordinator will be in charge of coordinating all project activities with the responsible parties’ teams in the field and with the local authorities supported by the Project. S/he will ensure close coordination with governorate authorities for the functioning of the District Facilitation Teams (DFTs), District Core Teams (DCTs), and provide oversight of their performance in supporting target offices at district level. S/he will also support and collaborate closely with the local authorities and selected responsible parties in Marib to ensure timely, effective and efficient implementation of all assigned activities including but not limited to the priority projects funded under the Local Resilience and Recovery Fund (L2RF), Urbanization activities, Accountability Standadards activities, delivery of the results on the support to SMEs and smallholders in the sesame sector, as well as the delivery of any other activities and initiatives that can be suggested for Marib authorities
Overall roles and responsibilities
Ensure effective coordination and government liaison functions.
- Ensure close coordination with governorate and district authorities for the functioning of the District Facilitation Team (DTFs), Urban Planning Team, and accountability team and oversee their performance in supporting target offices at district level.
- Coordinate and communicate with counterparts, including government officials, private sector, local NGOs and responsible parties’(RP) representative, at senior level.
- Identify and address challenges faced by local authorities in supporting economic resilience and growth.
- Address challenges and risks proactively, proposing solutions and implementing corrective actions.
- Map out all actors who are working in similar work to SIERY within Marib and suggest any complementary or coordination of joint work.
Contribute to the project implementation
- Contribute both technically and operationally in the implementation of project activities in Marib targeted districts
- Oversee the local responsible parties of the project and provide related support on coordination with local stakeholders and authorities.
- Provide SIERY project management with feedback, ideas and suggestions for adaptations, enhancements or scaling-down of project activities.
- Prepare weekly reports and input to National Coordinators on progress of activities, for internal and external sharing.
- Conduct spot checks and field visits to project location sites on a regular basis and support responsible parties as quality assurance to improve the delivery
- Record issues, risks and lessons learnt before, during and after project completion.
Facilitate capacity building and provision of technical advice.
- Develop the capacities of responsible parties on key technical and managerial areas where UNDP support would be beneficial.
- Coach and mentor relevant staff of responsible parties to build their capacities on ways of working with local authorities.
- Provide supplementary technical expertise in assorted areas in local project implementation, if and where required.
- Support the development of business linkages and value chains in key sectors.
Development and strengthening of strategic partnerships and linkages.
- Build strong relationships with the responsible parties, liaise with relevant stakeholders to develop linkages with other UN Agencies, humanitarian and development agencies and local authorities to maximise impact and synergy.
- Prepare substantive briefs on possible areas of cooperation, identifying opportunities for joint initiatives, and recommending approaches to the SIERY team in terms of joint activities with potential for scale-up and replicability.
- Represent the SIERY project in relevant fora, coordination meetings or meeting organized by local authorities related to the project requirements as requested by the Chief Technical Advsior or National Coordinators.
- Develop close consultations and collaboration with other UNDP projects to build synergy internally and harmony with regards to information sharing, adaptation of approaches and tools.
Knowledge management/development and communications.
- Identification and synthesis of good practices and lessons learnt into project goals.
- Contribute to timely communication and outreach, in accordance with SIERY’s Communication Strategy and in line with UNDP country office guidelines, through social media, success stories, blog and press releases.
- Share relevant, substantive and operational experiences with other colleagues and counterparts.
- Develop knowledge products to be shared with the Project partners.
Ensure Gender mainstreaming throughout the project implementation.
- Ensure gender is effectively mainstreamed throughout the project implementation reports, researches, analyses and, where specifically relevant, analyzed in detail in close coordination and consultation with partners.
- Ensure knowledge on gender equality is incorporated in the project’s knowledge management activities and products including on women economic empowerment
The incumbent performs other duties within his/her functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Institutional Arrangement
Under the overall guidance of the Chief Technical Advisor and the direct supervision of the National Coordinators (Institutional Resilience and Economic Resilience – the latter where applicable), the Field Coordinator (FCs) will act as the focal point for SIERY activities in Marib, both internally in UNDP and externally to partners.
