As Senior IT Officer (ERP Applications), you are responsible for leading and developing a team of ERP applications staff for support and maintenance of the ADB ERP and integrated third party applications, primarily in the HR Staff Benefits areas, in current and future projects. The position also assists in the planning and design of appropriate enhancements to improve the effectiveness of the business. This position will also work as a Subject Matter Expert (SME) and Project Lead for digital/transformation programs being implemented.
You will:
- Analyze the use of HR Benefits solutions and their integration within the ADB IT ecosystem, while proposing solutions and measures to ensure these solutions are effectively used to support business users.
- Work closely with the business users on projects and enhancements and resolve issues effectively.
- Take charge of user requirement analysis for large and complex application systems in full or in part as assigned (hereunder referred to as assigned application systems) and integrate user requirements identified through the analysis in the form of overall application systems design, data models, functional specifications and development/implementation plans.
- Conduct and supervise preparation of detailed system design and program specifications for assigned application systems, to meet user requirements identified, and to efficiently interface with related application systems.
- Schedule programmer and analyst resources allocated for assigned application systems, to ensure timely completion of systems, taking on the most difficult programming tasks when necessary.
- Ensure that programs are accurately coded and tested in accordance with system/program specifications and fully documented in accordance with ADB’s standards and methods.
- Develop and implement application testing plans and procedures for assigned application systems, including development of test databases, and review results.
- Plan and implement required system conversion and parallel operations of assigned application systems to ensure continued application efficiency and database integrity; take charge of implementation of the systems after preparation of users and operators manuals and conduct of user training through the use thereof.
- Ensure that assigned application systems are developed and maintained in adherence to ADB’s standards and methods, including requirements for comprehensive systems documentation to be produced at different stages of the systems development life cycle (SDLC).
- Supervise the work of staff assigned to application systems; provides guidance and training to them.
- Assign work to outsourcing contractors and closely monitors progress and performance of contractors.
- Coordinate with ITD technical support areas to ensure correct and efficient operations of assigned application systems.
- Regularly submit reports on progress status including problems encountered and resource requirements of assigned application systems.
- Manage issues, enhancement and Helpdesk calls in their respective functional areas.
Qualifications:
You will need:
- Bachelor’s degree in MIS, Computer Science, Business Administration, Accounting, Mathematics, Engineering or related fields preferably with master’s degree or equivalent.
- At least 8 years’ experience in the development, implementation, and support of ERP applications, 4 years of which must be as team leader of relatively larger systems development/implementation projects; at least 5 years’ as team leader for application systems development/implementation projects similar to ADB’s.
- Previous experience of managing a team of 5+ developers and consultants.
- Involvement in upgrades of recent ERP releases, including UAT.
- Excellent functional/business knowledge of minimum three of the following ERP Human Resources, Staff Benefits, Advanced Benefits, Payroll, Staff Receivables.
- Technical knowledge across ERP applications, including Java and other related technologies.
- Detailed experience of HR Staff Benefits processes is essential
- Strong knowledge of implementation of custom modules including integration into ERP Human Resources and Benefits modules. Expert knowledge on ERP technologies and associated tools.
- Demonstrated ability to manage all application activities related to system upgrades and new product implementations, from business requirements definition through solution implementation.
- Ability to research and resolve functional issues primarily involving ERP modules.
- Track record of providing innovative solutions to business problems in ERP applications while minimizing customizations.
- Demonstrated ability to use standard ERP functionality to meet complex business requirements.
- Configure applications based on ADB’s business requirements.
- Excellent ability in system analysis and design and in preparation of functional and detailed specifications.
- Ability to conduct ERP applications training classes for business users
- Demonstrated ability to work closely with users and provide analysis, design, testing of solutions in ERP applications.
- Committed to producing quality outputs and performance targets, both individually and as a team member.
- Proficient project management and supervisory skills.
- Ability to mentor Administrative Staff (AS) to facilitate work planning, delivery and quality review.
- Good interpersonal skills; be a strong team player, hard worker and self-starter not intimidated by new technology.
- Excellent at communicating, interacting and cooperating with others to ensure that all aspects of a task are addressed.
- Excellent written and verbal communication skills in English is required.
