THE NUCLEAR ENERGY AGENCY
The Nuclear Energy Agency (NEA) is an intergovernmental agency which operates under the framework of the Organisation for Economic Co‑operation and Development (OECD). It facilitates co-operation among countries with advanced nuclear technology infrastructures to seek excellence in nuclear safety, technology, science, related environmental and economic matters and law. The mission of the NEA is to assist its 34 member countries in maintaining and further developing, through international co‑operation, the scientific, technological and legal bases required for a safe, environmentally sound and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear technology policies.
THE POSITION
The NEA is looking for a Communications and Media Manager to work in the Central Secretariat, Office of Policy and Co-ordination. S/he will contribute to the implementation of the Agency’s communication strategy and in delivering high-quality communications outputs. S/he will work on media relations, public affairs, social media, multimedia and online content management, and internal communications activities. The successful candidate will work under the supervision of the Head of Central Secretariat. S/he will support the team in order to deliver event recordings and clips, video, graphics and animated content for the NEA website and associated social media platforms.
Job Description
Main responsibilities
Public affairs and media
- Manage and produce content for the NEA’s social media, multimedia and other audience engagement platforms, in particular the Agency’s video products.
- Develop and implement online content plans and engagement strategies aligned with the NEA’s overall communications strategy.
- Write scripts, film and edit videos that illustrate the work of the NEA and key debates about nuclear energy.
- Help maintain and manage the online presence and brand equity of the NEA.
- Ensure that the communications tools are kept up-to-date and identify opportunities for the NEA to use established online tools and emerging web trends.
- Provide support and training for current and emerging online communication channels and communicate best practices.
- As required, draft and proofread press releases, brochures, presentations and other communications material.
- Manage the production and dissemination of the Agency’s monthly newsletter, collecting and editing articles, creating multimedia content, preparing e-mail and online distribution and monitoring impact.
- Execute rigorous quality control of all NEA communication materials, ensuring consistent use across all platforms in terms of image, identity and message.
- Manage media relations, help handle press inquiries and organise interviews and press events.
- Help analyse media coverage; propose and implement ideas to maximise media engagement opportunities.
- Develop monitoring, intelligence gathering, and outreach as requested.
Social media, multimedia and online content management
- Develop and deliver a strategy for internal communications and knowledge management, in close collaboration with the rest of the communications team.
Other duties
- Act as back-up to other Central Secretariat staff when necessary.
- Carry out other tasks, as required.
Qualifications
Ideal candidate profile
Academic background
- Post-secondary education, preferably a university degree in communications or a related field.
- Professional experience in international relations and nuclear or energy-related issues would be an advantage.
Professional background
- A minimum of two years of experience working in a communications role with similar responsibilities, preferably in an international organisation.
- Proven experience in public affairs, stakeholder outreach, communication and event management.
- Very good knowledge of professional editorial standards.
- Experience in website construction and content development.
- Experience in online communication tools and methodologies (such as online monitoring, web analytics or other online measurement tools, search engine optimisation, and online marketing) to understand stakeholder / audience information needs.
- Experience in producing video and photography content in a professional context.
- Excellent working knowledge of internet technologies and an intuitive understanding of current online innovations.
Tools
- Knowledge of key social media platforms (X, Facebook, LinkedIn, YouTube) and their use.
- Excellent ICT (Information and Communications Technology) knowledge and skills, notably for the web (CMS-based) and online communication.
- Proven skills in web development and management, including web 2.0 tools and platforms.
- Knowledge of graphic design and desktop publishing software (Adobe Creative Suite).
- Excellent knowledge of photo and video editing software.
- Microsoft Office suite as a collaborative and publishing environment.

Core competencies

Communication and Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract duration
- Two-year fixed term appointment, with the possibility of renewal.
- Depending on the level of experience, monthly salary starts at 6 342 EUR, plus allowances, based on eligibility, exempt of French income tax.

Salary Information
- Please note that the appointment may be made at a lower grade in the specified job family, based on the qualifications and professional experience of the selected applicant.
Selection Process
All applications are screened based on the criteria for the position. For retained candidates, written tests are foreseen for the end of June and panel interviews are planned for mid-July.
