This new space will enable teamwork, collaboration and innovation that will help us to achieve our mission to electrify life in one generation.JOB OVERVIEWOntario Power Generation (OPG) is looking for a dynamic, strategic and results-driven professional to join our team in the role of Senior Manager Water Resources.Reporting to the Director Dam & Public Safety, this position is responsible to provide technical expertise, policy and products relating to the management of water and land resources including governing agreements and regulations, inflow forecasting, and water planning. Provide direction for the development and implementation of inflow forecasting models and systems, decision support systems, the scoping and execution climate change science studies (in support of Corporate Climate Change strategic objectives) and the development of complementary GIS applications to support on-going management and development of hydroelectric resources. Oversee hydrologic studies for existing generating stations or potential new sites, changes in Ontario’s electricity market, dam safety studies and to support Indigenous Relation or for current operations and future adaptation requirements.This is an exciting opportunity to work in an environment where you will contribute to OPG’s public outreach, external engagement and education efforts as part of the company’s committment to growing its social license.KEY ACCOUNTABILITIES
- Ensure business processes and results associated with the interpretation of licenses, leases and calculations of the Gross Revenue Charge and other fees are documented and records maintained in order to meet the requirements of financial reporting and audits. Participate in, and provide management responses to, findings arising from internal and external audits associated with the financial reporting, as well as other aspects of the Water Resources function.
- Execute the programs for the management of governing agreements and regulations and watershed resources, negotiating and administering agreements to secure the economic use of water and land resources including water/energy agreements with other waterpower generators.
- Liaise with various water control boards, government ministries at the Federal and Provincial level, and committees, assuming memberships as required.
- Liaise/influence government direction in the areas of international and inter-provincial water agreements, and provincial water rights, and tenure.
- Manage the staff, resources and business of the Water Resources Department and recommend organizational design to facilitate the execution of work program.
- Prepare and/or provide input to policy, procedures for Executive approval as they relate to Water Resources function.
- Provide advice on, and respond to, strategic matters, emerging issues and decisions which have operational, financial, business reputation, environmental, dam & public safety, and/or human resource implications as they relate to water resources and hydroelectric generation.
- Provide advice, both strategic and tactical, for improving water resource management and hydroelectric performance. Seek to continuously improve the use and/or performance of all resources including the development and implementation of modern technological tools.
- Provide direction in the development of models and science supporting climate change policy and strategic initiatives, inflow forecasting and hydraulic routing.
- Establish a program to assess opportunities for improvement in the areas of gauging, data assimilation, and modeling to support hydroelectric operations.
- Provide strategies for land management, for delineation of land base requirements, and for the management related resources. Negotiate and administer agreements with respect to secondary uses of land and water resources that are consistent with business strategies.
- Provide, as appropriate, expertise, products and services to fulfill external business contracts negotiated by OPG.
- Support the rate application process for the prescribed hydroelectric assets at the Ontario Energy Board (OEB) hearing, including preparation of information and data, witness preparation, response to interrogatories and assessment of regulatory rulings and decisions.
- Other Duties as Required
EDUCATION
- Minimum of a Bachelor Degree in Civil, Water Resources or Environmental Engineering or equivalent with an appropriate specialization in hydrology and water resources management.
- PhD or Master’s degree in related fields would be considered an asset
QUALIFICATIONS
- 10 years experience in a water resources engineering role
- Experience with inflow forecasting, water/energy management, climate change assessment and analysis.
- Experience working in water related policy and planning
- Experience working in the Hydropower industry (or directly for Hydropower clients) would be considered an asset
- 5 + years experience leading a technical team
