Overview

The USAID/The Gambia Malaria Elimination Activity (GMEA) is a five-year, $13 million award that is designed to provide support to the Gambia Ministry of Health (MoH) and National Malaria Control Program (NMCP) in accelerating progress in achieving malaria elimination in The Gambia. Interventions will be delivered at national, regional, district, facility and community levels to achieve all outcomes: (i) strengthen malaria case-based surveillance and response to accelerate elimination; (ii) enhance cross-border coordination for implementation of malaria interventions and data sharing between The Gambia and Senegal; (iii) Strengthen MoH central-level capacity to manage, intensify and sustain malaria control and elimination efforts; (iv) optimize delivery of malaria services through community-based approaches.

Jhpiego seeks a Chief of Party (COP) to provide leadership, strategic vision, and direction to ensure the strategic, programmatic, technical, and financial integrity for this USAID opportunity in The Gambia. The COP will have the overall responsibility for leadership and management of and reporting on the project activities, making key decisions and solving problems in short timeframes while ensuring operational and program quality and integrity and serving as the first point of interface with USAID on routine and strategic matters. They will also ensure effective organizational management and communication with host country government and key stakeholders at all levels, including international entities.

Responsibilities

  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the Activity and to achieve rapid and sustained project goals, objectives and targets
  • Ensure compliance with the project results and oversight of project activities to ensure they are implemented according to USAID standards and guidelines
  • Develop and maintain strong working relationships and alliances with Government of The Gambia, Government of Senegal, USAID, local organizations and actors, other USG implementing partners, private sector partners and other key stakeholders in The Gambia to maximize resources and avoid duplication of effort
  • Represent Jhpiego’s interests and present progress, achievements and lessons learned to key stakeholders including Government of The Gambia, USAID and implementing partners in public and professional circles through meetings, conferences, and presentations
  • Develop and maintain routine communication with project team including subcontractors/subgrantees and community care workers to facilitate routine identification of quality gaps and provide support to improve service delivery to beneficiaries
  • Provide technical leadership in the design, analysis, and synthesis of interventions
  • Ensure the quality and sustainability of interventions through different service delivery channels particularly in the area malaria
  • Participate in relevant technical advisory groups with counterparts and partner institutions
  • Lead the annual work planning process in close collaboration with USAID, the project team, and project partners and in consultation with stakeholders and beneficiaries
  • Oversee preparation and ensure high quality of project reports to USAID, in line with USAID’s reporting requirements
  • Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Develop and maintain a positive and respectful team culture
  • Write and/or review technical components of materials and publications related to integrated health and its development
  • Work with finance and project staff to develop and track project budgets to ensure resources for project implementation are available and that the project is implemented within budget
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks to effectively track data and results and establish a culture of data for decision making
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
  • Ensure compliance with USAID operational policies and regulations as well as Jhpiego’s internal processes and procedures
  • Ensure that program is technically sound, evidence-based, and responsive to the needs of The Gambia, its people, and donor

Required Qualifications

  • Advanced degree (minimum Master’s) in public health, health administration, international health, or a related field
  • At least 10 years of experience managing and implementing international health projects, preferably in Africa, including substantial experience managing complex, multi-year international health sector development projects (approximately $3M per year) that have implemented successful activities in malaria
  • Demonstrated previous experience managing malaria programs
  • Demonstrated experience managing consortiums and building capacity of local organizations
  • Demonstrated experience and knowledge in establishing systems and overseeing project start-up
  • Demonstrated experience in leadership roles, promoting strategic planning, team-building and careful budget management
  • Understanding of The Gambian health sector, preferred
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts and representatives from other key stakeholders such as NGOs, the private sector, community-based organizations, and other donors
  • In-depth knowledge of USG programs, regulations, compliance, and reporting requirements
  • Experience identifying best practices and adapting them to project realities, with strong attention to quality of care
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Proficiency in Microsoft Office applications
  • Strong writing and oral presentation skills, including fluency in English
  • Ability to travel nationally and internationally
