We are looking for a Manager of Engineering Oversight to manage all aspects of the oversight and execution of Design Engineering work delivered by External Engineering Agencies.   • Ensuring safety is paramount in all activities.
  • Assuring all safety management programs are followed and appraise the overall nuclear safety on projects.
  • Managing a team of Project Engineering Representatives (PERs) and other support staff in order to achieve the team objectives
  • Managing the collective and individual performance of direct reports through the establishment of performance objectives, and the provision of both formal and informal performance feedback (appraisal) mentoring and guidance to ensure project(s) success.
  • Defining roles and responsibilities, and manages performance, including discipline, appraisals and merit allocations. Provides constructive feedback including disciplinary action if required or the termination/re-negotiation of external contracts.
  • Securing external and internal resources to effectively support the engineering work provided by External Engineering Agencies.
  • Working with the D&ER Engineering leadership team to strategically embed resources from Engineering and/or contracting organizations within D&ER teams and/or Projects during planning phase; then centrally, work with the Design Authority to provide oversight and reviews of engineering deliverables.
  • Participating in management team meetings related to project performance, priorities and staffing.
  • Leading by example, be a proponent and driver of continuous improvement and change management.
  • Working with the Delegated Design Authority (DDA) to accept engineering deliverables from external engineering agencies and Quality Program Selection (QPS) submissions from project teams.
  • Working with the D&ER Engineering leadership team to strategically embed resources from Engineering and/or contracting organizations within D&ER teams and/or Projects during planning phase; then centrally, work with the Design Authority to provide oversight and reviews of engineering deliverables.
  • Performing technical reviews of scopes and bases of all planned engineering for consistency with established approaches and alignment with appropriate codes and standards.
  • Ensuring proper implementation of, and monitor the performance of, the Operations Technical Safety Management Programs which include Conduct of Operations, Maintenance Program, Hoisting and Rigging Program, and Emergency Management Program.
  • Maintaining proper engagement of External Engineering Agencies to work with the D&ER Design Authority for review of Field Changes during implementation and interface with the Engineer of Record.
  • Managing a high-risk portfolio of Engineering Projects of critical significance, characterized as multi-year in duration and involving a significant financial commitment (typically >$15M annually).
  • Providing oversight for the provision of the engineering work by External Engineering Agencies to D&ER Project Teams; working with D&ER Engineering and Project teams to ensure technical quality, budget and schedule; and ensuring that suitable skilled, qualified and knowledgeable resources are assigned to the CNL Engineering contracts, verifying the quality of the technical work and managing the scope engineering work.
  • Authorizing project expenditures and procurement requisitions; e.g., purchase orders, invoices and expense claims within higher limits of authority.
  • Using extensive knowledge of business and management principles, manages all aspects of project planning, budgeting and resource allocation, through discussions with internal clients to define the scope of the project, deliverables and timing. Builds and sustains large project teams and sets priorities/clarifies goals.
  • Coordinating with Senior Management and subcontractors.
  • Serving as Responsible Manager for Engineering projects.
  • Maintaining strong and effective relationships with D&ER Project teams through continuous communication, defining roles and responsibilities, deliverables, and coordination of priorities.
  • Responsible for coordinating with other functional managers (CNL Central Engineering, Safety & Licensing, Procurement, QA, Planning and Control, Construction/Installation) to ensure that functional resource requirements are planned in accordance with Program delivery requirements, and that Program-specific aspects of functional resources are implemented.
  • Ensuring that applicable Company-wide procedures, operating instructions, and project-specific processes, procedures, and tools are applied to the planning, execution, and control of Engineering projects supported by External Engineering Agencies, and that their application is subject to periodic review for compliance and effectiveness.

What we are looking for:

  • Degree from an accredited university in a discipline relevant to project management, engineering, business or commerce and an excellent track record for leading large projects to successful conclusion. The Manager of Engineering Oversight has 10 years of progressively responsible project experience, or equivalent combination of education and experience, in a senior or lead project capacity.
  • 5-10 years of Engineering, Construction and/or decommissioning relevant experience or equivalent.
  • Typically, s/he has achieved PMP or AACE certification. Membership with the Professional Engineers of Ontario (PEO) is an asset.
  • Knowledge of CNL Engineering processes and procedures such as Contracts and Contractor Management, Oversight of Engineering Agencies and Engineering Change Control.
  • Knowledgeable in Safety & Licensing, Procurement, QA, Planning and Control, Construction/Installation, and applicable business systems.
  • The Manager of Engineering Oversight has an established track record for project delivery and demonstrated leadership, regulatory and company requirements, Operations, Maintenance, Hoisting and Rigging, Construction Management, and Emergency Management.
  • Must be self-motivated and flexible relative to work assignments; possess excellent oral and written communication skills and be able to interface with peers other company organizations and Senior Management.
  • Has extensive knowledge of processes related to strategic planning, human resources, and the management of people. S/he has strong general management skills, including planning, budgeting, resourcing, time management, negotiation skills, contract management and administration, and progress reporting for an executive audience

Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. Location of Work – Hybrid

  • This role is based out of CNL’s Chalk River site, however, subject to the terms of this agreement, the primary work location will be remote. The role will require some regular and frequent attendance at the Chalk River site. The schedule and frequency will be determined by discussions with the manager as well as internal client and project needs. CNL may require travel from time to time, as necessary.
