The position is located in the Policy Analysis and Development Branch (PADB), Financing for Sustainable Development Office (FSDO), Department of Economic and Social Affairs (DESA). The Associate Programme Management Officer reports to the Chief of PADB FSDO. The focus of this job is the implementation, monitoring and evaluation of programmes, operations and other activities related to Integrated National Financing Frameworks (INFFs), particularly in small island developing States (SIDS).

Responsibilities

Within delegated authority, the Associate Programme Management Officer will be responsible for the following duties:

  • Collects, evaluates, interprets, analyses specified statistics and qualitative socio-economic information obtained from a variety of sources and pertaining to financing for sustainable development issues, including INFF implementation in SIDS.
  • Carries out basic research on selected aspects of INFF implementation programmes, operations and other activities, related to developing countries, particularly SIDS, including collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
  • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging financing for sustainable development issues and trends, particularly in SIDS.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, particularly for financing for sustainable development issues related to SIDS.
  • Provides administrative and substantive support to consultative and other meetings, conferences, workshops etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, environment studies, sustainable development or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of two years of progressively responsible experience in project/programme development, management, and evaluation is required. Experience in research and analysis on financing for sustainable development is required. Experience in organization of international conferences, meetings, or workshops is required. Experience in the national financing framework in the context of SIDS is desirable. Experience in multi-stakeholder engagement is desirable.

Languages

  • English and French are the two official languages at the United Nations. For the post advertised, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
