Position description

Applicants who live within the local commuting area (i.e., a 50-mile or less radius from Glebe Road, Arlington VA (not driving distance)) are ineligible for local remote work and are expected to perform work onsite and may be eligible for telework in accordance with agency policy.

Typical work assignments include:

  • Oversees and manages a Section responsible for one or more geographically defined regions within the International Affairs Branch.
  • Leads development of international engagement strategies and collaborative activities within the region(s) included in that Section.
  • Identifies policies and processes to increase the efficiency of international efforts.
  • Serves on panels, committees, and technical groups at federal, national, and international levels.
  • Provides supervisory and managerial direction to Section personnel.

  • This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. 7501-7533 and 5 CFR Part 752, as applicable).
  • This position has been identified as a drug testing designated position (TDP) for purposes of the CISA’s Drug-Free Workplace Program. All applicants tentatively selected for this position will be required to submit to a drug test to screen for illicit/illegal drug use prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result. After appointment, you may be subject to periodic random drug testing.

 

Qualifications

To be considered minimally qualified for this position, applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below.

BASIC REQUIREMENTS:
A. Degree: Bachelor’s degree (or higher degree) or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. (NOTE: You must attach a copy of your transcripts).
OR
B. Combination of education and experience: Education equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. (NOTE: You must attach a copy of your transcripts).
OR
C. Experience: Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

AND

IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:

You qualify for the GS-14 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing ALL the following duties:

  1. Developing, reviewing, and implementing international policies for one or more geographically defined regions; AND
  2. Providing authoritative & technical guidance regarding international affairs negotiations, processes, treaties, and issues to senior leadership and international stakeholders; AND
  3. Presenting briefings concerning a variety of international, diplomatic, political, economic, and related issues involving a host nation and an agency; AND
  4. Directing the work of subordinate staff (i.e. assigning work, developing performance standards, making authoritative decisions regarding personnel actions, etc.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for specialized experience at the GS-14 grade level.

For positions with an education requirement, or if you are qualifying for a position by substituting education or training for experience, you MUST submit a copy of your transcripts or equivalent. Unofficial transcripts will be accepted that includes your name, the name of the educational institution, course title(s), number of credits, grade, and date of completion. An official transcript will be required if you are selected.

Education must be from an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
