Background of Country and Emergency Response:
Months of escalating Russian hostility towards Ukraine have culminated in a concerted invasion of the country and the launch of military attacks across multiple cities in Ukraine, with a view to destabilize the country and provoke a change in government. Fleeing insecurity, Ukrainians are travelling west, with Poland establishing 8 reception centers along its border with Ukraine, for an estimated 1 million arrivals. The International Rescue Committee helps people whose lives and livelihood have been shattered by conflict and disaster to survive, recover and regain control of their future.

Between February 7-23, 2022, an IRC team undertook a scoping mission covering Poland and Ukraine to better understand the context, humanitarian and civil society landscape, and anticipated service gaps in the event of an escalation of conflict in Ukraine and consequent displacement into neighboring Poland. As of February 24th, the IRC has pivoted to an emergency response, and have identified partner agencies in Poland and Ukraine to facilitate immediate assistance that can be used where it is the most needed. Simultaneously, IRC/partners will launch a rapid needs assessment to better understand the humanitarian needs in both Poland and Ukraine and how IRC can complement partner response services either in breadth or scale.

Since June 2022, IRC’s programs in Ukraine have involved a mix of direct implementation as well as collaboration with internal Ukrainian partners, who have demonstrated a capacity to work in several regions of the country. Currently, IRC’s programs focus within a presence in several cities in Kharkiv Oblast, including the newly liberated areas. This position will be based in Kharkiv, with occasional travel to other locations in Ukraine as permitted upon program`s request. As this is a fluid and rapidly changing context, length of assignment may change based on the needs of the IRC`s programs.

Job Overview:

The Driver is responsible for transporting IRC staff, visitors, documents and/or goods/materials to designated destinations when officially approved and permitted within an operational area, country and/or other location.

Major Responsibilities:
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.
• Transport IRC staff, visitors, documents and/or goods/materials to designated destinations when officially approved and permitted;
• Ensure the safety and security of the passengers, the goods and the vehicle;
• Immediately report accidents, breakdowns and needs of repair and general maintenance/service;
• Always respect the local traffic regulations and the IRC logistical/vehicle policies;
• Maintain the logbook for all trips;
• Always maintain the vehicle in proper operational condition, including keeping the vehicle clean, ensuring enough fuel, monitoring the technical state etc.;
• In liaison with the line manager, arrange for repairs and servicing;
• Ensure the assigned vehicle has all the necessary documents and equipment in accordance with the IRC logistical/vehicle policies at all times;

Job Requirements:
• Valid driver’s license
• Experience from working as a Driver in a humanitarian/recovery context preferred;
• Previous experience from working in complex and volatile contexts;
• Documented results related to the position’s responsibilities;
• Must be willing to short/long trips around Ukraine.

• Communicate with impact and respect.
Languages Requirements: Fluency in Ukrainian, Intermediate English, Russian and Polish as an asset.

Where misconduct is alleged, IRC follows a Zero-tolerance approach and takes all necessary actions and corrective measures. The IRC investigation unit comprises of experts and trained investigators that ensures professional survivor-centered investigations are conducted if allegations of safeguarding violations are reported through the safe and accessible reporting channels that IRC makes available to its staff, partners, and clients. IRC is also an active member of the Inter-Agency Working Group on Protection from Sexual Exploitation and Abuse (PSEA) set-up in Ukraine.
