Summary You will serve as a PROGRAM ANALYST in the Quality Assurance Department (Code 130) of PEARL HARBOR NSY AND IMF. Responsibilities You will be responsible for maintaining and improving knowledge and skills in analytical and evaluative methods and application of tools to improve efficiency, effectiveness and productivity of processes. You will be responsible for applying analytical and evaluative methods and techniques and preparation of organizational and cross functional and assessment reports. You participate in and occasionally lead programs to maintain or improve practical knowledge and skills in analysis and evaluation of problems and programs. You will be responsible for input, monitoring, and analysis of labor budget. You will be responsible for preparation, monitoring, and analysis of material budget. You will be responsible for coordinating division responsibilities in such Command Programs as Occupational Safety and Health (OSH), Disaster Preparedness, Security, Building Maintenance, Records Management and Exposure Control. You will be responsible for the development and maintenance of organizational and personnel information for the department. Requirements Conditions of Employment Qualifications For the GS-12 Grade Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector using analytical and evaluative methods and techniques for assessing shipyard programs (e.g. manpower, materials, and training) and making changes to improve organizational effectiveness and efficiency. For the GS-11 Grade Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector using analytical and evaluative methods and techniques for assessing shipyard programs (e.g. manpower, materials, and training) and making recommendations to improve organizational effectiveness and efficiency.
