Overview
Jhpiego seeks a consultant to lead the Market and Livelihood Assessment (MLA) under the newly USAID-funded Project Connect. Jhpiego, under this award, is providing technical assistance to strengthen the capacity of civil society organizations to deliver quality HIV and social services. Under Project Connect, Jhpiego is partnering with the Government of Botswana to prioritize and strengthen the capacity of ministries at national and district levels for leadership and coordination of response strategies to deliver quality HIV and social services and strengthen primary health care. As a technical assistance partner, Jhpiego will strengthen the capacity of civil society organizations to deliver integrated community services inclusive of HIV, OVC, DREAMS, and GBV.
The consultant will lead the design, planning, and execution of the MLA. The MLA is envisioned to guide the district-level economic strengthening programming for AGYW under the DREAMS program (a program aimed at empowering Adolescent Girls and Young Women to become Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe, to have brighter futures) and caregivers of OVC. The coverage districts of the project include Gaborone, Southern, Kweneng East, Mahalapye, Bobirwa, North East, Kgatleng and Serowe. The consultancy entails convening an inception meeting with key stakeholders, getting consensus of the scope and methodology of the assessment, desk review, primary data collection, report writing, validation, and dissemination of findings. The MLA should guide the program by providing reliable market information that indicates which economic sectors young people could focus on, to achieve market success, profitability and sustainability. It should also provide a clear and realistic direction to the program’s economic strengthening strategy, as well as display the marketing potential necessary for viable financing to small businesses.
Responsibilities
Key Activities
- Develop a detailed MLA work plan with key milestones
- In consultation with the key stakeholders define the methodology of the assessment
- Identify potential areas of innovation, skills gap and market niches that can be targeted for youth entrepreneurship
- Identify youth barriers to entry, including educational, financial and social obstacles
- Evaluate the SME landscape within Botswana and profile SME activity
- Desk review of already available information e.g. databases of employers, agencies supporting youth entrepreneurs in various ways (business registration, start-up capital, mentorship, training, exports, imports etc) which can be drawn from DREAMS implementing partners
- Conduct primary data collection, analysis and report writing as per agreed assessment methodology
- Provide progress updates through meetings and progress reports
- Convene a findings validation workshop for key stakeholders
- Submit a final MLA assessment report with actionable recommendations on economic strengthening activities
Deliverables
- An inception report with a detailed assessment work plan
- Updates and progress reports (such as stakeholder engagement meetings/sessions, community engagement events, engagement with DREAMS program staff and beneficiaries, etc.)
- A MLA findings validation workshop report
- Final MLA report, inclusive of key stakeholders’ input.
Required Qualifications
- Advanced University degree (Master Level minimum) in Development Studies, Development economics, Socio-economic studies, or other related fields.
- Minimum of 2 years of relevant practical field experience within one or more of the following areas: Socio-economic and/or household economy assessments; risks and vulnerability assessments and Market assessments. Having previous experience in reviewing MLA of this nature will be an added advantage.
- A deep understanding of livelihoods programming such as job placement, employment promotion, Value chain analysis, entrepreneurship building, private sector development, urban and rural small business development; Income Generating Activities; and Cash assistance.
- Familiarity with established assessment approaches and analytical tools such as the Household economy approach; Sustainable livelihoods framework; Market analysis; and Minimum economic and recovery standards.
- A good understanding of youth engagement, AGYW programming and the Botswana DREAMS program.
- Demonstrated excellent analytical, writing, and reporting skills.
- Extensive computer skills including Excel, Word, and PowerPoint.
- Fluency in written and spoken English and Setswana.
Duration
The assessment should be completed within 45 working days before September 30th, 2024.
