JOB SUMMARY

 

We are looking for candidates with varied experience from complex contexts with demonstrated capabilities in high-risk security environments. Safety and security management related experience in an international humanitarian/recovery context is necessary for this position. Experience in humanitarian operations is highly preferred and an added advantage.

The successful candidate will possess good understanding of humanitarian principles, codes of conduct, advocacy as well as knowledge about risk management and best practice specifically in relation to humanitarian safety and security management.

What you will do

The Regional Health, Safety, and Security Advisor (RHSSA) serves as a technical resource on HSS related risk, incident and crisis management within the Middle East and North Africa (MENA) region.

The RHSSA will provide technical support to the Country HSS teams or equivalent within the region.

The Regional HSS Adviser plays a fundamental role in enabling the delivery of a principled humanitarian response, in capacity building of HSS colleagues and country management, as well as in operationalizing Duty of Care across the region. 

 

 

Requirements

 

  • Minimum four years of security management related experience in an international humanitarian/recovery context/high-risk security environments including working as an Area Manager or Country Director in a humanitarian/recovery context with responsibilities for safety and security.

 

  • Advanced knowledge of risk management and best practice specifically in relation to humanitarian safety and security management.
  • Proven, solid and relevant experience in HSS work, preferably in the NGO (non-governmental organisations) environment with demonstrated understanding of humanitarian principles and codes of conduct.
  • Experience in crisis management, risk management for implementing partners and remote management.
  • Prior work experience at the country level, with programme implementation is a plus as well as experience or qualifications in humanitarian access and negotiations with regional exposure.
  • Substantial and demonstrated prior experience as a trainer, with an effective and professional training style, and the ability to develop, implement, facilitate and impart learning to a wide-ranging audience.
  • Advanced report writing, good communication and presentation skills.

 

Results and service oriented with influencing skills.

  • Knowledge of global and regional contexts, including North Africa.
  • Fluency in English, both written and verbal.

 

Working proficiency in Arabic, both written and verbal is a plus.

Responsibilities

In this position you will:

  • Advise on HSS Risk Management (HSSRM) related to staff, assets, operations, project participants and reputation of NRC, in line with established NRC HSSRM policies, standards, procedures, and NRC Duty of Care principles.
  • Act as the technical reference/resource for HSS within the region.

Review and provide feedback to country offices (COs) on all HSS related products (plans, reports, assessments etc.) to ensure they comply with NRC standards.

Provide technical guidance on specialised issues such as humanitarian access, negotiations, analysis and risk management upon request.

  • Based on needs and criticality, deploy to support country HSS Management and Crisis/Incident teams within the region upon request, and contribute to the development of crisis management capacity within the region.
  • Maintain a general overview of the HSS context within the region and HSS related trends/risks that will be part of the regular briefings provided to the Regional Management Group.

 

 

  • Support COs and regional office to implement the NRC HSSRM policy as well as Monitor and support the implementation of global HSS initiatives from HO.
  • Facilitate dialogue and sharing among COs on matters related to health, safety and security as well co-facilitate dialogue and sharing of best practices between HSS and access staff across the region.
  • Comply with and adhere to NRC policies, guidance, and procedures.

 

Follow-up on compliance issues raised through NRC’s compliance monitoring systems.

Conduct verifications, technical assistance, and training to address compliance gaps.

  • Train and mentor new HSS staff in the region on NRC’s policies and systems relating to risk assessment, day-to-day operational HSS, and crisis/incident management.
