What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with the National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

Purpose of the position

 

The Program and Change Control Manager is responsible for overseeing the Logistics Division tactical planning, project portfolio management, and change control processes. This role ensures the effective coordination, monitoring, and reporting of projects and change initiatives, supporting strategic alignment and successful implementation though relevant change management activities. The manager supervises the knowledge management, communication, and learning and development services, while managing multidisciplinary teams to drive continuous improvement and operational excellence. 

 

Accountabilities & Functional responsibilities

 

  • Accountable for the organization, facilitation and follow-up of the division’s annual tactical planning and quarterly management reviews.
  • Accountable for the Change Control process and effective facilitation of the LOG Change Control Board. 
  • Accountable for the coordination, planning and sequencing of the division’s project portfolio, supporting the Head of Division and the Business Process Owners in identifying the division’s priorities.
  • Ensure all division projects and change requests are effectively monitored, controlled, and reported on.
  • Liaise on behalf of the division with organizational bodies or boards overseeing project delivery (Project Management Office, Technology and Data Board, etc.). 
  • Implement communication and change management frameworks to ensure effective adoption of initiatives.
  • Oversee Knowledge Management and Communication Support for the LOG Division to ensure timely and appropriate information dissemination.
  • Serve as a Business Process Owner for the clusters Change Control, Project Portfolio Management, Communication, and Knowledge Management.
  • Manage a multidisciplinary team working across Learning and Development, Knowledge Management and Communications, as well as project/programme managers. 
  • Collaborate closely with all units, Business Process Owners, and other key stakeholders to ensure strategic alignment across the division. 

 

Professional experience and skills required

 

  • Postgraduate qualification in public administration, business administration, project management.
  • Typically, 10 years of relevant work experience
  • Certification in project portfolio management, e.g. Management of Portfolios (MoP), an asset.
  • Certification in change management, such as Prosci, an asset.
  • Advanced command of Microsoft Office and SharePoint.
  • Excellent written and spoken communication skills: English a must, French an asset.
