Description
Policy Officer in the Director General’s Support and Relations with Member States Section within the Director General and Council Support Division, Director General’s Cabinet.
Duties
Under the direct authority of the Head of the Director General’s Support and Relations with Member States Section, you will be responsible for:
- providing intelligence, analysis and dedicated assessments for the support of ESA management in preparation of high-level interactions/meetings with Member States; this includes the preparation of briefing and background inputs, liaising, as required, with the relevant ESA directorates to ensure ESA-wide coordinated preparation;
- maintaining up-to-date reports on relevant countries, monitoring in particular their political evolution, economic situation, national space and related strategies and plans;
- following up on trends in contributions to ESA programmes, evolutions in the geo-return and Member State involvement in the different ESA programmes as background information supporting the decision-making process, as well as the identification and elaboration of new policies and strategic initiatives;
- supporting the Director General
- in their operational activities related to their exchanges with Member States;
- with their correspondence, speeches, presentations, reporting and contributions to publications;
- in preparing and following up internal meetings;
- performing ad hoc studies and actions, as requested.

A Master’s degree is required for this post
Additional requirements
Excellent interpersonal and communication skills, as well as a proven ability to interact with different stakeholders.
You will also be required to work effectively in a team environment and under pressure.
Good judgment, tact and discretion are other necessary qualities.
Diplomatic experience, preferably in a Cabinet setting, will be considered an asset

Important Information and Disclaimer
In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.
During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency’s security procedures.
Note that ESA is in the process of transitioning to a Matrix setup, which could lead to organisational changes affecting this position.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
