The Monitoring & Evaluation Specialist – Gender and Development position is a vital part of the team in the Gender Section, Programme Division, at UNICEF NY Headquarters. Reporting to the Senior Adviser (Institutional Accountability), you will play a key role in supporting the Gender Section’s commitment to technical excellence and quality in programmatic work on gender equality, as well as in strengthening institutional capacity and systems as outlined in the Gender Action Plan (GAP).
Your responsibilities will include providing technical support on gender in five specific areas:
- Monitoring progress and reporting on the GAP
- Supporting the development and updating of global gender frameworks
- Providing technical support to UNICEF’s Regional and Country offices on the implementation of the GAP
- Developing gender-related global publications, briefing notes, and reports
- Coordinating knowledge management systems for the section
Monitoring progress and reporting on the GAP
- Analyze and compile various data sources necessary for monitoring progress on the Gender Action Plan (GAP).
- Draft comprehensive reports on GAP progress, including biannual reports for the GAP Steering Committee and the Annual Report for the Executive Board.
- Lead the collection and organization of gender-related data on GAP indicators.
- Serve as the key technical support member to the Gender Section’s senior staff, ensuring accurate and effective data reporting and analysis.
Providing support to the development and updating of global gender frameworks
- Support the incorporation of evaluation findings into the development of the new Strategic Plan and Gender Action Plan.
- Develop new gender indicators and guide users on their application for outcome analysis.
- Work with colleagues in the Gender Section, Programme Group, and other Divisions to ensure their work is gender-responsive, especially through their respective measurement frameworks.
Providing technical support to UNICEF’s Regional and County offices on the implementation of the GAP
- Assist in creating training, operational, and policy guidance documents and tools to support field staff in implementing the Gender Action Plan (GAP) and promoting gender equality and the empowerment of girls and women across UNICEF’s programming.
- Provide guidance to Country and Regional Offices on developing gender profiles, conducting gender reviews, and ensuring high-quality planning and monitoring related to the GAP.
- Advise on the effective use of the Gender Equality Marker and the proper coding of workplan activities to reflect gender-related objectives.
Developing gender-related global publications, briefing notes and reports
- Conduct research and analyze data to produce global reports, briefing notes, publications, and presentations on gender-related topics.
- Coordinate and prepare contributions to key UN monitoring processes and reports, including the System-wide Action Plan annual report and the biennial Secretary General’s Report on Girls.
Consolidating knowledge management systems for the section
- Support the development and coordination of a knowledge management system for the Gender Section and UNICEF’s broader gender network.
- Oversee the management of the section’s internet, intranet, and team collaboration sites.
- Serve as the focal point for reviewing, consolidating, and assessing the relevance of materials shared through web-based portals, webinars, network meetings, and special events.

Minimum requirements:
Education:
- An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
Work Experience:
- A Minimum five years of relevant work experience at national and/or international level in monitoring and evaluation on gender is required.
Language Requirements:
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
