Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). Climate Change is a global challenge and a Humanitarian Emergency. In Asia Pacific, the IFRC’s approach to collectively reducing the current and future humanitarian impacts of climate change is guided by the IFRC Strategy 2030, the IFRC Regional Strategic Framework for Climate Change and Environmental Crises, the National Strategies and Plans of the National Societies, the Movement Ambitions to Address the Climate Crisis and our commitments as signatory of the Climate and Environment Charter for Humanitarian Organizations.
The IFRC Climate and Environmental crises portfolio in Asia Pacific is organized around two strategic objectives: 1) Scale up direct urgent climate action, working on 1.1 Climate adaptation including cross sectoral initiatives linking climate and health, and climate and displacement. 1.2 Climate mitigation and environment, including Nature based Solutions, Carbon initiatives, and Green Response 1.3. Climate Resilience, including Anticipatory Action and Early Warnings for All. 2) Accelerate Systems Transformations, working on 2.1 Climate policy, 2.2. Climate Diplomacy and 2.3 Green and Fair Transformation of key systems and services (e.g. health, education, energy, social protection) to respond to the new reality triggered by climate change and provide the basis for future more inclusive greener and resilient society. Our work is aligned with the IFRC Global Climate Resilience Program, in terms of i) scaling up climate smart early warnings and anticipatory action, ii) reduce the public health impacts of climate change, iii) address climate displacement, iv) enable climate resilient livelihoods and ecosystem services.
Job Purpose
The United States Agency for International Development (USAID) project “Scaling up Locally-led Adaptation and Transforming Humanitarian Responses to Climate Change”; subsequently referred to as USAID Climate Change Adaptation / CCA project) aims to support the implementation of the Global Climate Resilience Programme and commitments made under the Climate and Environment Charter in several countries in Africa and Asia Pacific.
Under the supervision of the Thematic Lead, Climate and Environmental Crises, the Regional Coordinator, Climate Change Adaptation provides support to the climate change adaptation portfolio in the Asia Pacific including the Global Climate Resilience Programme and USAID CCA project, engage with climate finance and resource mobilization teams and support the National Society teams to accelerate the implementation of the regional climate change and environment strategic framework and their respective climate strategies and plans.
Job Duties and Responsibilities
Provide support to the coordination of the IFRC Asia Pacific climate change adaptation programming portfolio, including the Global Climate Resilience Programme.
- Support the management and implementation of the IFRC Asia Pacific climate change adaptation portfolio.
- In coordination with regional technical teams, contribute to support National Societies to plan, design and implement climate change adaptation programming including preparedness and response to heatwaves.
- Coordinate with regional technical teams to strengthen the capacity of National Societies to promote climate change adaptation and resilient livelihoods.
- Contribute to facilitate the sharing of regular updates, experiences, and lessons within and between IFRC Country/Cluster Delegations and National Societies implementing climate change adaptation programmes in the region.
- Support activities to promote increased understanding of climate change adaptation and mitigation terminologies, and the implications of climate change on health and displacement within the region.
- Support the effective integration of climate change in IFRC Country/Cluster Delegation planning and reporting.
- Engage with IFRC Country/Cluster Delegations and resource mobilization teams to obtain required information from National Societies to support coordination of climate actions and resource mobilization efforts.
Support the effective implementation of related projects, including the USAID climate change adaptation project, in Asia Pacific countries:
- Support the initiation, planning and monitoring of climate change adaptation and related project(s) in Asia Pacific.
- In close coordination with the IFRC Thematic Lead for Climate and Environmental Crises, provide support to IFRC Country and Cluster Delegations and other internal and external parties for the implementation of project activities in their respective countries, as well as contribute to communications and knowledge sharing initiatives.
- Provide inputs into narrative and financial reports.
- Provide support as requested, connecting to and collaborating with other relevant technical leads at the regional and global levels.

Education
Required
- Bachelor’s Degree in climate change, disaster risk reduction or related field
Preferred
- Advanced university degree (Master’s Degree or equivalent) in climate change, disaster risk reduction or related field.
Experience
Required
- At least 7-10 years of professional experience in climate change adaptation and community-based programming.
- Relevant experience in programme/project management
- Experience working in humanitarian or development sector, and/or with an international organization
Preferred
- Experience working in an international or cross-cultural environment
- Experience working in a RC/RC National Society and/or Federation/ICRC/Climate Centre
Knowledge, Skills and Languages
Required
- Knowledge of programme and budget management
- Knowledge of climate change adaptation, climate finance and climate-smart disaster risk reduction, ability to support such programmes.
- Track record contributing to a learning culture, sharing knowledge and new approaches to engaging partners.
- Proven good judgment and ability to work with integrity and confidentiality
- Ability to work within a multi-cultural, multilingual, multidisciplinary environment.
- Fluent spoken and written English
Preferred
- Good command of another IFRC official language (French, Spanish or Arabic)
