Office/Unit/Project Description
The Bureau of External Relations and Advocacy (BERA) is responsible for UNDP’s external relations and advocacy functions.
The Bureau leads and supports the organization in cultivating, building, and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP.
The main priorities of BERA are (1) External Communication to raise UNDP’s profile and improve communications; (2) Resource mobilization, coordination, and partnership management, and (3) UN & Multilateral Coherence. To this end, BERA consists of the Directorate and the following groups: Communications; Partnerships; and UN System Affairs.
Within BERA, the Advocacy, Media, and Communications Group (AMCG) leads and manages external communications through strategy, media, digital communications, marketing, branding, and global storytelling.
As global audiences obtain greater access to online connectivity, digital communication continues to evolve and become more complex through a diversity of platforms, devices, and modalities. To keep pace with these changes, UNDP is taking steps continually to modernize its digital communication ecosystem of web properties, social media, and other third-party and emerging platforms.
To achieve and manage a continually modernized ecosystem, UNDP is recruiting a Digital Support Advisor who will be a critical member of the Digital Communications Studio (DCS) of the AMCG.
The Digital Support Advisor will be the primary focal point for web projects, enhancements, and support.
He/she will contribute to the implementation of UNDP’s corporate online strategy by maintaining the UNDP global website and ensuring UNDP’s web properties evolve over time.
Working with a team of digital specialists, the Digital Support Advisor will advise country offices and other units on planning, implementing, and maintaining UNDP-sanctioned websites for external communications to ensure they meet UNDP website and design requirements.
Additionally, the Digital Support Advisor will be the primary liaison between the DCS and external agencies.
The Digital Support Advisor will also be tasked to support with contractual aspects pertaining to the enterprise platform (Acquia Digital Experience Platform), acting as the focal point between UNDP and Acquia’s account manager.
The Digital Support Advisor will report to the Digital Communications Production Lead in the DCS/AMCG/BERA.
Scope of Work
1.
Provide advice and web support for HQ units, regional centers, and country offices
- Provide advice and comprehensive support to users of the corporate Digital Experience Platform (DXP) for issues and matters that require technical interventions.
- Ensure new features or modifications in the web system are broadly and easily adopted by end users.
- Act as a focal point for UNDP’s communications staff and engage with colleagues to reflect standards for UNDP corporate websites and support changes in organizational sensibilities around digital engagement.
- Advise users on common web technologies for UNDP digital communications; and manage user accounts in the DXP as well as in Google Analytics.

Produce, maintain and improve UNDP websites in its digital ecosystem
- Manage and support internal client dialogue/engagement to define the technical scope of website renewal projects.
- Compile business requirements and develop implementation plans (including budgets and schedules) for small to complex projects.
- Work with project teams to implement and validate (e.g.
QA) solutions to address business requirements;
- Manage scheduled bi-weekly DXP deployments, including ticket validation in staging and production environments.
- Test new technologies and products for possible incorporation into UNDP’s websites, and advise on multiple solution options;
- Propose and specify enhancements to the DXP (including modules, templates, and other features) for greater efficiency and effectiveness; and
- Liaise with the Office of Information Management and Technology and external vendors to ensure a secure, reliable hosting platform for the corporate DXP.
This includes maintaining current industry knowledge of infrastructure, best practices and procedures for corporate DXP.
- Work with the Editorial colleagues to produce ad hoc webpages for special events and campaigns, as well as blogs and stories.
- Project manage campaign web projects and web story projects.

Substantively contribute to implementation of the digital communications strategy
- Align users with established standards for UNDP web design, content, usability and security.
- Advise on best practice for search engine optimization to achieve greater visibility for the Sustainable Development Goals; and
- Customize reports, provide analysis of web performance, and propose ideas for web optimization.
4.
Perform other duties as needed to ensure the adequate functioning of UNDP’s digital communications ecosystem
- Advise on and map any proposed changes to the digital ecosystem against existing business processes.
- Gather feedback from key users to gain insight into the usability of tools and identify opportunities for improvement.
- Function as a key member of the DCS with support, knowledge sharing and undertaking of additional tasks as may be requested.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Cross-Functional & Technical competencies

Minimum academic Education:
- Advanced university degree (master’s degree or equivalent) in Information Technologies, Communications, Management, Knowledge Management, Organizational Development, Social Sciences or other related discipline is required.

- A first-level university degree (bachelor’s degree), in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min.
years of relevant Work experience:
- Minimum of ten (10) years (with master’s degree) or twelve (12) years (with Bachelor’s degree) of extensive hands-on experience and knowledge of IT platforms and web applications, including content management systems (CMS) is required.
- At least four (4) years of experience working with an enterprise web CMS required.
- At least 3 years of web development experience, particularly with Java, JavaScript, XML, bash scripting, CSS is required.
Required skills and experience
- Experience in providing support and guidance to non-technical users in a wide range of situations is required.
- Experience with web project management is required.
Desired skills and experience
- Experience in gathering requirements and performing technical analysis.
- Experience in managing complex and multiple web projects.
- Demonstrated ability to estimate costs and develop a workplan for web projects.
- Knowledge and experience with project management applications
- Experience supporting non-technical users in creating digital content and websites.
- Experience in working for a global organization or company
Required Language(s) (at working level)
- Fluency in English is required.
- Fluency in another UN language is an asset (Particularly in Spanish or French)
Travel:
- UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services.
Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
- Include any official travel expected to be associated with performing the functions.
