EU-Funded Social Protection Programme for Iraq: Leveraging Effective Response and Accelerating Reform

PURPOSE OF CONSULTANCY
The ILO seeks a professional photographer to capture high quality images in relation to the EU-Funded Programme “Social Protection Programme for Iraq: Leveraging Effective Response and Accelerating Reform”. These high-resolution photos will be utilized in project publications and across various online platforms such as social media, websites, presentations, and other visibility materials. The images should represent action photos portraying different types of workers by sector, age, gender, etc, as well as employers attending social security institutions to receive social protection services (e.g. register in social security, claim social security benefits, make social security contributions, submit complaints or seek clarifications on their case). The photos should also contain action photos portraying workers in the selected sectors at work. Overall, the set of photos produced should be aligned with the objective of the project on the extension of social security to private sector workers, including in the informal economy.
SCOPE OF ASSIGNMENT
The national individual consultant (photographer) shall travel to the identified social security offices in the Federal Iraq and the Kurdistan Region of Iraq to take photos and carry out the following production processes to produce and provide the ILO of the target outputs:
1. Contextual photos of workers and employers in the workplaces, focusing on the agriculture, construction, manufacturing and food retail and wholesale. These photographs should show elements of the workplace in the background and depict workers of different age. Female, migrant workers and workers with disability should also be included in the photo sample.
2. Contextual photos of workers, employers and staff of social security institutions conducting their regular activities associated with employers’ and workers registration and enrolment in social security, submission of social security claims, requesting clarifications on their social security-related cases or a conversation between workers/employers and social security staff with each other on social security matters. These photographs should show elements of the social security institutions/administrations in the background. These images may capture stands explaining the rules for enrolment into social security or claiming social security benefits or be taken at social security front desk or with the social security front desk at the background, etc.
The workers, employers and social security institutions photographed shall be conducting their regular activities, no posed photos are accepted. However, some portrait photos of people in actions (looking at the camera but not intentionally posing) are welcomed.
It is important to provide a realistic snapshot of labour market realities in the country, therefore a good balance should be found between images conveying positive and neutral messages (in particular regarding the body language of the person photographed).
A mix of pictures showing a single worker/employer, a group of several workers/employers or a worker(s)/employer(s) with social security administrators shall be provided. Photos depicting the elements of tripartism and social dialogue, e.g. clear interaction between workers, employers, and social security administration, are of clear interest.
The photographs should avoid depicting/mentioning the names of the companies visited. The photographs should also not contain any elements of commercial products (goods or services). To the extent possible, images should not show any recognizable logos, brands and other marketing elements.
In performing the assignment under these Terms of Reference, national individual consultant (photographer) should strictly adhere to the ILO Photo Guidelines. The national individual consultant (photographer) should also refer to the ILO Flickr to have a better idea on the expectation with regards to the photos to be produced.
USE
These photographs will be used by the ILO to illustrate various communication tools: report covers, promotional brochures, web illustrations, posters, etc. for both the social protection project implemented in Iraq and the overall Social Protection programme.
STYLE
All photographs should form a homogeneous series allowing the audience to identify them as belonging to the same series. The different themes and sectors should be clearly identifiable from the photographs. The photographs should have both an artistic and an educational dimension.
DURATION OF ENGAGEMENT AND MAIN OUTPUTS
ILO will engage the national individual consultant (photographer) from 1 September to 30 September 2024 for a total of fourteen (14) working days, six (6) days to shoot photos in the selected locations in Federal Iraq and Kurdistan Region of Iraq and four (4) days post-processing of the photos. A maximum of two (2) full days are allocated for developing production plan and seeking relevant approvals and permissions and a maximum of (2) full days to travel to perform services under the current contract. Details of the timeline are indicated below.
The national individual consultant (photographer) agrees to supply the following outputs to the ILO:
- All high-resolution original/raw and edited photos taken, including a folder of at least 200 selected processed photos with detailed captions for submission to ILO Office in Iraq and ILO Geneva via WeTransfer to be added in the global Flickr account, will be stored in an external hard drive. All photos will have the minimum resolution of 6 million pixels, with accompanying notes, captions and consent forms (Annex 1 & 2).
The ILO must have all rights to the photos. All images become the property of the ILO and all rights shall be vested in the International Labour Organization including, without any limitation, the rights to use, publish (including the Web), or distribute the photographs, privately or publicly. A selection of photos will appear on the ILO’s internal and external photo database. A hard copy of all the consent forms will be submitted to the ILO Iraq and an electronic copy stored in the external hard drive also submitted to the ILO. Photos must be digital. The photographer should choose the best angle and take as many photos as possible, with sensitivity to proper lighting, and best positions on people photographed.
The photographer should ensure that the subject is in focus and give attention to the background. It is crucial that the image will convey the intended story. Images of a subject should also vary such as looking directly at the camera at eye level to make it more engaging or indirectly to convey a story. It should also be a mixed of landscape and portrait shots. The photos should be used in a manner which respects human dignity without causing prejudice to any party or stereotypes, while ensuring gender and age balance. Photos should convey strong messages to draw people’s attention, generate interest and foster action and support to improving social security coverage to workers in Iraq.
The national individual consultant (photographer) warrants that he/she is the exclusive owner of all the intellectual property rights in the photos. The national individual consultant (photographer) warrants that he/she has all permissions needed for exploitation by third parties of any of the rights in the photos. The photographer will obtain photo consent from individuals and groups (see Annexes 2 to 3 for the consent forms). The photographer should ensure that images will not include individuals or groups who refused to have their photos taken.
The national individual consultant (photographer) shall transfer to ILO all the intellectual property rights of the photos forming the subject of this Agreement, including but not limited to, the rights of reproduction, representation, adaptation, publication, distribution and dissemination. ILO shall guarantee to the Photographer that his/her name will appear on any medium of reproduction in the following manner:

The national individual consultant (photographer) must seek permission from the ILO on the use of the photos. ILO shall always guarantee to the national individual consultant (photographer) free access to these originals but will secure appropriate permission.
The National individual consultant (photographer) (photographer)shall, for the purposes of this Agreement, have the status of an independent contractor and be the national of Iraq.
AREAS AND PROPOSED SCHEDULE
To perform the task of taking photo in the selected locations in the Federal Iraq and the Kurdistan Region of Iraq, the National individual consultant (photographer) (photographer)will have for a total of six (6) days for field photography and the maximum of two (2) days for travel. The National individual consultant (photographer) (photographer) will coordinate with the Project team in setting the arrangements for photo and video shoots in the following recommended areas in the Federal Iraq and the Kurdistan Regions of Iraq:
Federal Iraq:
- Department of Retirement and Social Security for Workers, Al-Waziriyah, Baghdad
- Construction workers assembly point in Altayaran square, Baghdad
- Wholesale/retailmarket workers in Shorja, and Jameela areas, Baghdad (we can choose one)
- Workers of agriculture sector in Balad district, north of Baghdad.
- Industrial workers in Awerij Industrial Zone, southeastern of Baghdad
- Brick factory workers in Nahrawan, southeast of Baghdad

Kurdistan Region of Iraq:
- Directorates of Social Security at Erbil, Sulaymaniyah and Halabja
- Wholesale/retailmarket at Erbil
- Workers of agriculture in Halabja

The final list of places for shooting is to be defined jointly with the national individual consultant (photographer) once he/she is onboarded. To the extent possible, the ILO will facilitate service providers’ permission to take photos in the identified social security offices in the Federal Iraq and the Kurdistan Region of Iraq. However, the national individual consultant (photographer) will be responsible for seeking informed consent of persons photographed. The national individual consultant (photographer) will also be responsible for securing final permits for the photoshoot in all designated locations, including by seeking those from the authorities, if necessary.

MANAGEMENT ARRANGEMENTS
The national individual consultant (photographer) will work under the overall supervision of the Chief Technical Advisor on Social Security and in direct and close coordination with the National Project Officers based in Baghdad and Erbil, with support from the ILO Communication and Information Management Assistant, and ILO Technical Officer on Social Protection. All the tasks related to this assignment will be carried out in close coordination and consultation with the Project team in the ILO Office in Iraq.
REQUIREMENTS
- At least 5 years of proven experience in documentary photography and 2 years in photo editing;
- Proven experience in carrying out similar projects especially with the UN. Experience with the ILO is an advantage.
- Certificates in photography will be considered an asset.
- Owning necessary equipment’s such as a professional camera, a laptop and photo editing software.

PROPOSAL SUBMISSION PROCEDURE
The ILO invites qualified national individual consultants (photographers) to submit their proposals comprising of the following:
- CV/resume with accessible links to sample works;
- A draft production plan/timeline;
- Daily rates expectations in USD inclusive of expected travel expenses.
National individual consultants (photographers) may also add any other document and information to demonstrate their technical and professional capacities and competencies to fulfil the requirements as specified in these Terms of Reference. Other documents may include but are not limited to professional certification, reference letters, etc.
The documents comprising the proposal should be submitted in English in in Word or PDF format.
Interested candidates with the required qualifications and experience should submit their Technical and Financial Proposals in English in line with the requirements specified above to[email protected] with the subject line “National Photographer – Social Protection” no later than 20 August 2024. Incomplete applications or applications not matching the requirements specified in these Terms of Reference will not be considered.
Evaluation Process and Criteria
Proposals will be reviewed and evaluated by an Evaluation Panel to ensure they meet the requirements outlined in the Terms of Reference. Each submission will be assessed based on the criteria listed below, with each criterion rated on a scale from 1 to 5, where 5 is the highest score. The total maximum score is 20 points:
- At least 5 years of proven experience in documentary photography and 2 years in photo editing;
- A draft production plan and timeline are clear and feasible;
- Portfolio with work samples is available and comprises of the work of similar nature, including with the UN/ILO;
- Expected daily rate is inclusive of expected travel expenses and is adequate to an average cost of similar work.
