Main Purpose of Job:
The Finance and Procurement Manager role will be responsible for overseeing the finance and procurement activities for the Department for Business and Trade team in Hong Kong.
This position requires strong financial acumen, excellent problem-solving skills, and the ability to effectively manage and collaborate with multiple stakeholders.
What the Jobholder will be Expected to Achieve:
Technical expertise: financial planning, budgeting, forecasting, and procuring (60%)
- Manage the overall delegated budget of around £1.6 million for DBT Hong Kong team, with the aim of delivering achieving a +/-2% outturn by the end of the financial year.
- Ensure compliance with all relevant financial and procurement regulations, and gatekeep on value for money for the use of government funds.
- Analyse financial data and maintain a robust forecast with the use of excel.
- Oversee the team’s procurement processes and lead on complex cases such as contract development and tender management.
- Support annual business planning and budget setting exercises.
Stakeholder engagement: business partnering, capability building, and reporting (30%)
- Function as a subject matter expert in finance and procurement by providing advice and training to the team.
- Generate quarterly budget reports and conduct quarterly budget discussions with the team to support informed decision-making around budgets, forecasts and expenditures.
- Collaborate with the Head of Finance and Procurement based in Shanghai for consolidated regional reporting.
- Provide headquarters with monthly updates on forecasts through the internal financial systems and budget calls.
- Work with finance and procurement functions across different departments and teams to troubleshoot on financial and procurement issues.
Organisational support: general operations and corporate objectives (10%)
- Contribute to the delivery of Operations Team’s wider priorities by providing data and administrative support.
- Commit to learning, being flexible, and contributing to wider team initiatives such as events and visits.

- The Department for Business and Trade (DBT) is the UK Government agency responsible for promoting UK trade globally and encouraging foreign investment in the UK.

- This role will report to the Senior HR and Operations Manager in Hong Kong and be part of the wider China & Hong Kong Operations Team of 7 members based in various locations.

This position is open to Hong Kong citizens, permanent residents, and partners/dependents of UK-based diplomatic staff currently posted in Hong Kong. Candidates must have or be able to obtain work authorisation for Hong Kong in order to apply.
The jobholder may be required to travel. Some work (including travel) will be required during the evenings and occasionally weekends, for which time off in lieu (where applicable) will be given.
