The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Headquartered in Nairobi, Kenya, UNEP has a network of country, liaison, sub-regional and regional offices facilitating the relevant country, sub-regional and regional processes, and coordinating the coherent delivery of UNEP’s programme targeting the causes of climate change, nature and biodiversity loss, and pollution and waste through seven interlinked subprogrammes for action. These are: Climate Action, Chemicals and Pollution Action, Nature Action, Science-Policy, Environmental Governance, Finance and Economic Transformations, and Digital Transformations. UNEP’s Regional Office for Africa (ROA) supports environmental governance institutions and processes and engages a broad range of partners that include governmental, non-governmental, academic, and private sector entities on multilateral environmental agreements and sustainability programmes and projects in response to national, sub-regional and regional needs and priorities. This position is in UNEP ROA at Addis Ababa duty station. Under the direct supervision of the Head of UNEP Liaison Office in Addis Ababa and the guidance of the Regional Director, the incumbent will perform the following duties:
Responsibilities
Provide policy support on UNEP participation to United Nations Country Team/ United Nations Sustainable Development Cooperation Framework (UNCT/UNSDCF) process in Ethiopia: Participate in UNSDCF development, implementation and /or reviews; Coordinate UNEP technical contribution to UNSDCF formulation through thematic working groups, represent UNEP in UNSDCF technical meetings, Maintain continuous interaction with UNCTs, contribute to UN Liaison Team processes.
- Provide country Programmatic support including programmes and projects development, implementation and monitoring, development of joint programmes with UN agencies and other relevant partners; Ensure the implementation and follow up of the country Programme with Ethiopia, participation in technical meetings with national partners and relevant working thematic working groups and participation in and representation of UNEP in technical donor meetings.
- Assist in the development of regional programmes based on adequate needs assessment and priority analysis in consultation with the African Union Commission, the United Nations Economic Commission for Africa and other relevant organizations and regional stakeholders.
- Support UNEP engagement with Regional Fora, particularly the African Ministerial Conference on Environment (AMCEN), the Health and Environment Strategic Alliance (HESA) digital transformation and linkages with the African Union Commission and relevant regional organizations.
- Ensure a strategic partnership with development partners, civil society organizations, private sector, as well as with UN agencies; Contribute to resources mobilization efforts.
- Provide Advocacy support to UNEP engagement in the country while contributing to its visibility at national and regional levels; Assist on outreach activities through Addis Ababa Highlights; Participate in special events such as world environment day, Africa Environment Day, etc.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. 8. Assist with any other relevant duties assigned by the Regional Office for Africa.
Education
- Advanced university degree (Master’s degree or higher) in an environment or development related field. A first university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of seven (7) years of progressively responsible working experience in environmental project/programme development, project administration, implementation and management is required. A minimum of four (4) years of experience in the UN system or similar international organization is desirable. Experience in resource mobilization is desirable. Experience in liaising with other UN agencies, inter-governmental organizations and nongovernmental organizations is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in English and French is required. Working knowledge of other UN languages is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four area.
