Context

Mali is facing a complex humanitarian crisis since 2012 as the multiplicity of non-state armed groups (NSAGs) continue to conduct incursions across different regions of the country. As of 2022, the vicious cycle of attacks and insecurity have rapidly spread further down to the southern part of the country, causing increased fragility and an unprecedented humanitarian crisis in the country.

The Norwegian Refugee Council has been working in Mali since 2013. The organization has a coordination office in Bamako, and field offices located in Mopti (with satellite offices in Tenenkou, Koro ), Segou, Tombouctou, Gao and Menaka.

To meet the needs of populations affected by conflict, displacement and climatic hazards, NRC implements programs in Education, Shelter/WASH, Rapid Response Mechanisms (RRM), Information Counselling and Legal Assistance (ICLA), Livelihoods and Food Security, Humanitarian Mediation and Protection from violence.NRC is looking for an experienced and dedicated Finance Manager. This staff will actively contribute to the management of multiple and diverse funding streams for the NRC mission in Mali.  He/she will be responsible for the implementation of NRC’s finance systems and tools, as well as rigorous and comprehensive finance training for finance and program staff.

The ideal candidate will be a passionate and committed humanitarian worker with at least 3 years of experience in a finance leadership role in a humanitarian/recovery context. NRC is particularly looking for a Country Finance Manager with the strength and vision to support a team of highly professional staff across all of its business lines. A strategic thinker, a connector, with strong financial management skills and someone with a strong understanding of the context. Candidates with an in-depth understanding and experience working with financial systems and procedures are particularly encouraged to apply.  Experience in auditing, risk management, and budgeting is essential.

 

What you will do:

The Finance Manager is responsible to ensure that the financial set up and the implementation of policy and procedures, are in accordance with NRC standards. The incumbent provides appropriate supports to the programme’s implementation.

  1. Ensure that country set up adheres to Financial Handbook, NRC policies, donor, and auditor requirements.
  2. Implement NRC’s financial systems, routines, and procedures.
  3. Maintain overall budget control and monitor cash flows.
  4. Management of finance team 
  5. Training of line managers and staff with financial responsibilities 
  6. Provide regular analysis and reports. 
  7. Implement anti-corruption policy.
  8. Promote the rights of IDPs/returnees in line with the advocacy strategy.

 

What you will bring:

  • Minimum 3 bachelor’s in accounting, finance, or economics. A professional qualification is an advantage.
  • Minimum 3 years of experience from working as a senior Financial Manager in a humanitarian/recovery context.
  • Experience from working in complex and volatile contexts.
  • Previous experience in West/Central Africa
  • Experience with start-up, exit or similar
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile 
  • Solid knowledge of computer software and modern accounting systems
  • Fluency in French and English, both written and verbal
