  • UNDP China has been working in China over the past 40 years, partnering to advance various phases of China’s development. UNDP China’s actions and programmes for the period of 2021-2025 are defined in its Country Programme Document for China (CPD), prepared in cooperation with the Government of China and other partners. The CPD contributes to the United Nations Sustainable Development Cooperation Framework for China 2021-2025 and aligned to support the development priorities outlined in the Government of China’s 14th Five Year Plan.
  • We support the attainment of the SDGs in China, by promoting sustainable development principles in policies and decision-making, focusing on reducing inequality, promoting inclusive, low-carbon growth and protecting the environment.  Our work involves shaping the policy discourse and practices in China’s development cooperation and overseas public and private financing by providing policy and technical guidance on alignment with international best practices and norms. In addition, UNDP leverages its global network and South-South Cooperation (SSC) to facilitate mutual knowledge and experience sharing between China and partner countries on best practices and lessons learned to advance the SDGs.
  • Under the guidance and supervision of Operations Manager, the HR Associate delivers the timely HR service to the client and provides the analytical support to operations unit.
  • The HR Associate works in close collaboration with the Programme and Operations teams to exchange information and ensure consistent service delivery.

Duties and Responsibilities

Provision of HR services focusing on achievement of the following results:

  • Provide HR advisory support to the programme and operations team in recruitment activities in close coordination with GSSC, ensure the assigned recruitment cases are completed in a timely manner.
  • In close cooperation with hiring unit, provide the technical guidance on the design of TOR and recruitment strategy.
  • Maintenance of the CO staffing table.
  • Provision of information on benefits/entitlements to the all colleagues 

Provision of the technical support to Annual Performance Management Development (PMD) exercise by focusing on achievement of the following results:

  • Faciliate the performance management development (PMD) cycle for all contract holders and ensure the full completion of the annual PMD
  • Provision of technical support to the colleagues on the PMD

Management of IC contract and short term PSA contract , focusing on achievement of the following results:

  • Provide advice and guidance to staff on proper use of the contract modalities 
  • Managing the full life cycle of IC and short term PSA contract, including the design of the TOR, selection process, contract issurance and contract management 
  • Preparation of submissions for recruitment of IC beyond country office threshold to the Contract, Asset and Procurement Committee (CAP) or Advisory Committee on Procurement (ACP)
  • Preparation of cost-recovery bills for the services provided by UNDP to other Agencies
  • Maintain files of all ICs and Short Term PSA and conduct the data analysis to improve the busienss process continuously
  • Development and update of rosters of consultants including LTA (long term agreement) roster

Provision of HR Service to other agencies 

  • Provide the HR service to other agencies based on request 
  • Provide the support to HR taskforce/BOS to conduct relevant survey 
  • Management cost-recovery charges for HR services provided by UNDP to other Agencies.

Ensure facilitation of knowledge building and knowledge sharing in the CO.

  • Organize training for the Operations and projects staff on HR issues.
  • Provide input for the co-creation of a local onboarding plan, leveraging corporate resources.
  • Synthesize lessons learned and best practices in HR.

Required Skills and Experience

Education:

  • Secondary Education is required;
  • University Degree (Bachelor’s degree) in HR, Business or Public Administration would be desirable, but it is not a requirement.

Experience:

  • Minimum 7 years (with Secondary education) or 4 years (with Bachelor’s degree) of progressively responsible administrative or HR experience is required at the national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web-based management systems.
  • Familiar with HR rules and regulations in the UN system is desired.
  • Prior experience in the UN procurement management is an asset.
  • Experience or familiarity with HR operating and reporting systems, including experience in the use of an ERP system (i.e. Oracle Cloud, SAP or PeopleSoft) is an added advantage.

Required Languages: 

  • Fluency in English and Chinese is required.
