Org. Setting and Reporting

This position is located in Finance and Administration Unit, Country Based Pooled Fund Section, Pooled Fund Management Branch, Financing and Partnership Division, Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position-specific job opening is being advertised for the position of Finance and Budget Officer in New York at UNHQ, the incumbent will report to the Head of the Finance and Administration Unit, with functional reporting relationship to the Executive Office of OCHA, on financial matters.

Responsibilities

Within delegated authority, the Finance and Budget Officer will be responsible for the following duties:

Budget preparation:

  • Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from (a) Departments/offices at Headquarters and in the field, including programmatic aspects; and (b) medium-sized peacekeeping operations.
  • Provides support to managers with respect to the elaboration of resource requirements for budget submissions.
  • Identifies process discrepancies in contribution recording between different systems used by OCHA Trust Funds.

Budget administration:

  • Monitors budget implementation and determines/recommends reallocation of funds when necessary.
  • Reviews all requisitions generated by the Reality system for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.
  • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Prepares relevant documentation with respect to budget performance submissions.
  • Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
  • Provides substantive support to intergovernmental and legislative bodies.
  • Reviews budget, financial reports, grant agreements, audits and relevant documents submitted by CBPFs partners for required processing.
  • Reviews and certifies Statement of Accounts and ad-hoc financial reports;
  • Liaises internally (within OCHA) and externally (Funds Managers and other partners) regarding financial matters related to OCHA CBPF.  

General:

  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, from extra budgetary resources, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures
  • Monitors, supervises and trains subordinate staff as required (both in New York and in the field)
  • Performs other related duties, as assigned

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in finance, budget, business administration or related area is required. Experience working in a finance capacity in an International Organization, NGO or Multilateral Aid Agencies or comparable organization is required. Experience working with financial processes of pooled funds is desirable. Experience with an Enterprise Resource Planning System such as SAP or any grants management system is desirable. A minimum of two (2) years in the last five (5) years of international field experience in aid operations is desirable. Experience with One Grant Manager System (One GMS) is desirable

Languages

  • English and French are the languages of the UN Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.
