Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

In recent years, there has been shift in the type of disasters that the Red Cross Red Crescent Movement is responding to, as there are more protracted crises, including silent and forgotten disasters. Patterns of climate change are contributing to increased vulnerability and risk, not only in times of disaster but in relation to already existing issues including health and nutrition, food security, access to safe water and water-borne diseases, protection, gender and inclusion, among others.

Consequently, additional funding is required to meet the increased needs. Additional dedicated resources are necessary to not only raise awareness and funding for emergency operations but also to strengthen the fundraising capacity of National Societies during emergencies and their collective accountability and donor stewardship.

Direct support provided to the Country Cluster Delegation and to the National Society in Morocco and Libya will ensure that we maximize the resource mobilization efforts. Additional resources will also ensure systematic support to NS’s fundraising for their domestic appeal and ensure coordination between the host National Society, the Secretariat and the wider Movement, to maximize fundraising efforts of the overall operation.

Job Purpose

As part of the regional Strategic Partnerships and Resource Mobilization (SPRM) team, the SPRM Delegate is responsible for supporting the coordination and strengthening of relationships with donors and partners supporting the Morocco Earthquake and Libya Storm Daniel responses. This includes a consistent effort to build trust with partners and generate resources.

Job Duties and Responsibilities

Establish and strengthen strategic partnerships across different income streams, including the following:

  • Coordinate Resourcing/Fundraising: Oversee and implement fundraising strategies for emergency responses, ensuring alignment with donor requirements and compliance.
  • Partner Engagement: Lead partner engagement efforts, coordinating with the Head of Country Cluster Delegation and Operations Manager to ensure donor accountability.
  • Compliance Coordination: Ensure adherence to donor requirements and earmarking criteria by coordinating between country delegations, regional SPRM, and technical teams.
  • Strategic Partnerships: Develop, establish, and maintain partnerships with governments, the European Union, private sector, multilateral partners (e.g., Development Banks, UN Agencies), and foundations.
  • Donor Analysis: Analyze individual donor policies and priorities, aligning IFRC MENA regional delegation priorities with donor priorities.
  • Representation: Represent the Head of Country Delegations in donor meetings and relevant partner meetings.
  • Partnerships Focal Point: Act as the main contact for IFRC MENA, leading support coordination with national societies and IFRC Country Delegations.
  • Partnerships Strategy: Contribute to the development of the partnership’s strategy for Morocco & Libya EAs.
  • Fundraising Strategy: Propose and coordinate actions to increase funding coverage and advise on fundraising strategies.
  • Proposal Development: Oversee proposal development and submission processes, collaborating with operational and technical leads.
  • Concept Notes and Proposals: Draft concept notes and full proposals, working with technical and office leads.
  • External Relations: Facilitate external relations, including coordinating donor field visits, partnership meetings, and conference calls.
  • Fundraising Data: Collect and analyze fundraising data from the Red Cross movement.
  • Risk Management: Manage risks related to grants in collaboration with Finance, ensuring procedural and financial issues are addressed.
  • Strategy and Planning: Contribute to SPRM MENA strategy and planning, identifying ways to diversify funding streams.
  • Marketing and Advocacy: Develop strategies and materials for marketing and advocacy related to Emergency Appeals and operational plans.

Pledge and data management, including financial overview:

  • Compliance and Coordination: Ensure compliance with donor requirements, earmarking criteria, and proper registration of pledges.
  • Pledge Management: Negotiate pledges, manage information related to partnerships, and ensure timely registration and updates.
  • Budget Coordination: Ensure budget holders and Finance team are informed about MoUs and donor requirements and follow up on pledge payments.
  • Data Registration: Register prospect funding and hard pledges in IFRC systems and ensure accurate reporting and tracking.
  • Grant Management: Oversee grant management, including amendments and internal stakeholder coordination, and ensure quality reporting to donors.

Capacity building for the National Society in Resource Mobilization

Resource mobilization for the IFRC MENA Emergency Appeals & Operational Plans, including:

  • Support and Guidance: Provide support to host National Societies to enhance fundraising capacity, partner engagement, and donor stewardship.
  • Capacity Development: Assist National Societies in developing funding applications and strengthen their resource mobilization efforts.
  • Travel for Proposals: Travel to project implementation areas as needed to support proposal development and implementation.

Duties applicable to all staff

  1. Work actively towards the achievement of the IFRC Secretariat’s goals.
  2. Abide by and work in accordance with the Red Cross and Red Crescent principles.
  3. Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Education

  • University degree or equivalent in a relevant discipline – Required.
  • Relevant post-graduate degree – Preferred.
  • Relevant professional training courses – Preferred.

Experience

  • At least 3-5 years of experience in partnerships and multi-stakeholder engagement, fundraising, planning and grant management and managing relations with donors and partners – Required.
  • Relevant work experience with the Red Cross/Red Crescent Movement – Preferred.
  • Working with international funding agencies (e.g. Multilaterals, Financial institutions, or governments) – Preferred.
  • Experience in emergency appeal mechanisms and humanitarian donor policies – Preferred.

Knowledge, Skills and Languages

  • Advanced knowledge of institutional partnership landscape (including multilaterals and IFIs), priorities, policies, and financing instruments supporting humanitarian action – Preferred.
  • Knowledge and skills of diplomatic protocol, and specific aspects of relationships with the embassies and offices of diplomatic representations in the country – Required.
  • Demonstrated skills in analytical and strategic thinking – Required.
  • Familiarity with government and multilateral funding systems and within the RC Movement – Required.
  • Experience in using an Enterprise Resource Planning system, preferably, Microsoft Dynamics 365 Finance and Operations as well as information sharing tools – Preferred.
  • Demonstrated skill in analytical and strategic thinking – Required.
  • Strong knowledge of reporting systems and guidelines – Required.
  • Ability to work in a multicultural, multi-lingual and cross functional environment – Required.
  • Strong writing and editing skills – Required.
