Overview of position
- CTG is looking to contract an experienced staff in food operations for this role.
Role objectives
Monitoring & Evaluation (M&E) functions:
- Undertake regular field trips to project sites & monitor food delivery / distribution in those areas.
- Ensure the effectiveness of the monitoring service & undertake inspections of facilities.
- Undertake post distribution monitoring in those areas.
- Outcome level monitoring at community, including nutrition, school meals, food for work / assets or food for Training projects.
- Provide rapid food security & nutrition assessments.
- Participate in survey / interagency assessments & similar communication on behalf of our client.
- Identify any weaknesses or potential corruption within the food distribution process & reporting of these to management.
- Support M&E processes using developed tools & provide guidance to the monitoring staff & in their use.
- Routinely perform quality control checks of M&E work, overseeing that planned M&E activities are taking place.
- Design, carry out & / or supervise consultants conducting M&E & assessments across all program areas.
- Track planned M&E & ensure that reports are obtained & shared to facilitate learning.
- Help promote sharing of lessons learned from program M&E to improve future program selection, design & implementation.
Assessments & reporting:
- Ensure all monitoring checklists are completed for each final Food Distribution Point (FDP) visited & narrative reports for each field mission as well as survey formats, data sheets for market prices & other standard checklists or tools used.
- Work with CPs and community leaders to assess further food aid needs & develop project proposals & report on community sensitization on ration entitlement.
- Prepare & provide timely reports to Field Coordinator in the format agreed for onward submission to our client.
- Assess the need for food in emergency & refugee / displaced person situations, draw up plans for its timely arrival in coordination with government & other donors & monitor the implementation of these plans.
- Ensure that all information provided by our client or otherwise relating to our client’s operation is kept confidential.
Liaison & relationship building:
- Establish effective relationships with CP, NGOs, local communities & the federal government with the purpose of ensuring that our client food aid meets those in need; soliciting community support in facilitating our clients operation.
- Liaise with CP staff on the ground, where & when necessary & undertake visits to view project outputs & beneficiaries.
- Inspect storage places & points where our client commodities are received in the province, in order to ensure that progress is made in the achievement of project objectives.
- Follow up on identified issues at the field level.
Staff & office management:
- Management of the area office facility in the providing financial reporting to the Field Coordinator including report of the assigned assets provided by CTG for the purpose of effective monitoring administration.
- Manage the workload of the Field Monitors to ensure that our client’s food deliveries are monitored according to our client’s directives.
- Maintain record of work in the format agreed & complaint with our client’s systems, rules & regulations.
- Ensure the highest standards of honesty & integrity & that our client’s operations are seen as providing a non aligned service to the people of province.

- This role reports to the line manager.
