Job Title: Climate Finance Specialist

Overview:

USAID/Eastern and Southern Caribbean (ESC) Regional Mission is seeking a Climate Finance Specialist. The position will be virtual and will require the ability to travel to the region. The individual will support the General Development Office (DGO) with the management of targeted private sector engagements with particular focus on climate finance related partnerships.

Work will support GDO activities to ensure the development and management of its private sector activities that support the mission’s current strategy and new strategy (in development). The incumbent will provide technical support to the GDO team and the GDO Director to better manage and design activities; engage with the private sector directly; support the planning for GDO events and engagement in the region as needed; communicate and coordinate with other USAID/ESC staff in the design of the mission’s new strategy; and other related duties.

This individual will provide regular reporting to the GDO Director and participate in standing and ad hoc meetings with USAID/ESC staff.

Responsibilities

Essential Duties/Tasks and Responsibilities:

Provide day-to-day support to USAID/ESC AOR/CORs or Activity Managers in the management of the following mechanism:

  • The Advancing Community Climate Resilience Planning (ACCRP) activity
  • The Blue Green Investment Corporation (BGIC) / Blue Green Bank (BGB) activity
  • The Caribbean Climate Investment Program (CCIP) activity
  • The LAC PLUS: Roadmaps for Urban Climate Adaptation and Health activity

Provide technical support to the Program Office by contributing to specific working groups and specific analytical writing task required for the development of the mission’s new RDCS.

Provide technical support within GDO in the design of the following new activities:

  • Piloting a series of innovation grants to Chambers of Commerce/Business associations
  • Submission of an EDGE Fund proposal.

Provide technical leadership and partnership engagement in existing Private Sector Partnerships, including:

  • Trinidad and Tobago Chamber of Industry and Commerce
  • ANSA Merchant Bank Limited (AMBL) Partnership
  • Development Bank of Latin America and the Caribbean (CAF)

Deliverables:

In coordination with the GDO Director:

  • Weekly one-on-one calls with the GDO Director
  • Attend weekly ESC and GDO staff meetings
  • Weekly check in with individual AOR/COR or Activity Managers
  • Engagement strategies for each existing private sector partners
  • Specific RDCS deliverables (TBD in consultation with PRO)
  • Finalized documents associated with new procurements (TBD with design teams)

The incumbent will submit a work plan within 10 business days, outlining a proposed timetable for the deliverables to GDO leadership.

Qualifications

Minimum Requirements:

  • At least 5 years of progressively responsible, professional-level experience in the management of development assistance or related work required.
  • Significant experience in economic growth, energy, and/or environment programming.
  • Proven ability to communicate and work cross-culturally at a high level, in a challenging and ever-changing environment; excellent written and oral communications skills in English; strong interpersonal skills, team player, and the proven ability to multitask; knowledge of Microsoft Office suite of applications.
  • Ability to identify, mobilize, and effectively draw upon the expertise of technical and managerial personnel in the Mission and other USAID offices.
  • Ability to develop and maintain a network of experts and partners in technical and geographic areas. Strong interpersonal and teamwork skills.
  • Language: English fluency (Level IV)

Education: A minimum of an Undergraduate degree (or equivalent) in Economics/private sector development, International Development and related fields.

Preferred Knowledge, Skills and Abilities:

  • Strong preference for candidates with experience working with Departments of State and or Defense.
  • Significant experience in program design and monitoring and evaluation.
  • Familiarity with USG/USAID regulations is highly desirable.
  • Latin America and Caribbean experience in development-related fields highly desired.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the United States
