Organizational Setting and Reporting Relationship
The position is assigned in the Office of the Director General (PAOD) within the Pacific Department (PARD). PARD is responsible for maintaining client relations, delivering ADB assistance to countries in the Pacific region, and coordinating with development partners. PAOD provides overall support to the PARD management in terms of programming, portfolio management, results monitoring, budget, human resources and other administrative matters, and implementation of ADB’s long-term strategic framework to deliver projects that create economic and development impact in the region. You will be based at our Headquarters in Manila, Philippines.
Your Role
- As an Associate Programs Analyst, you will coordinate the department’s operational activities relating to project processing; consolidate and analyze information/data across the divisions; ensure the integrity of PARD’s project processing data in SovOps/eOperations and perform a range of statistical and analytical support to the functions of overall program and resource monitoring, including country programming, project and technical assistance (TA) processing, and monitoring.
You will:
- Monitor progress in the preparation of the Pacific Department’s (PARD) country partnership strategies (CPS) and regional cooperation strategy (RCS). Assist in the coordination and preparation of pipeline and processing-related data for the Work Program and Budget Framework. Assist in the monitoring of indicative country resources and technical assistance resources.
- Support with technical aspects of the work involving research and analytical requirements including reference to past papers, case files and Board documents, to identify precedents, policies and other information. Provide support to country teams in the preparation of statistical tables relating to lending and technical assistance operations.
- Monitor the progress and status of loan and TA projects under processing with particular attention to processing milestones and financing arrangements. Extract, and critically review downloaded project processing reports for PARD from the Operations Dashboard, which covers all of PARD operations and serve as a main work program monitoring mechanism, involving intensive coordination among PARD headquarters divisions and field offices (FOs).
- Assist in preparing inputs for the quarterly Operations Review Meetings (ORMs); Management Committee Meetings (MCMs), and various ad hoc briefings and reports. Compile and analyze statistical data for the departmental key results areas (KRA) and ad-hoc reports required by PARD management.
- Compile, retrieve and analyze data on the Department’s loan and TA programs and assists in the review and monitoring of the status of loan and TA processing at the departmental and regional level to produce timely and accurate periodic reports, statistics and summaries relating to country programs.
- Function as the SovOps/eOperations departmental coordinator in reviewing and endorsing SovOps/eOperations-related requests. Monitor department-wide updating of processing data in SovOps/eOperations. Undertake accuracy check of SovOps/eOperations data and coordinates with the Information Technology Department on identifying and rectifying data integrity issues.
- Coordinate the Department’s management review meeting (MRM) and Board approval schedules, and serve as the focal point for the Department, liaising between PARD project teams and Management offices, specifically Office of the Vice-President, East and Southeast Asia, and the Pacific (VPR2) and Office of the Secretary (OSEC) to organize PARD’s MRM and Board schedules.
- Assist in the quality control of CPS and RCS by ensuring accuracy of pipeline-related data, clarity, consistency, completeness and conformity with ADB guidelines.
- Performs other tasks as and when assigned, and as reflected in the incumbent’s work plan.
Qualifications
You will need:
- Bachelor’s degree in economics, business administration, or related fields.
- At least 5 years of relevant professional experience
- Good knowledge of new business processes for project processing and project administration activities.
- Ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, and prepare notes, papers and sections of reports.
- Ability to quickly understand interactions between different work areas and relevant workflows and their purposes.
- Good analytical thinking with ability to make simple causal links, pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance.
- Ability to liaise and work effectively with other staff within own work location and with colleagues throughout ADB.
- Excellent oral and written communication skills in English.
