- Background
The ILO with the financial support of the Foreign Commonwealth and Development Office of the United Kingdom, is implementing the “Better Regional Migration Management” (BRMM) programme in seven countries[1] in the East and Horn of Africa. The aim of the programme is to strengthen the capacities of countries in East and Horn of Africa to govern labour migration by using evidence-based policies, enhancing migrant workers’ qualifications and skills, and actively engaging the social partners for improved development outcomes.
Outcome 1 of the BRMM programme aims at supporting Labour migration policies and programmes that support productive migration in East Africa to be evidence based and gender sensitive. Following the endorsement of the Guidelines concerning statistics on international labour migration by the 20th International Conference of Labour Statisticians (ICLS) in 2018, the ILO has launched a global programme of work to support countries with strengthening their official statistics on international labour migration (ILM). This includes work to pilot new tools and methods, documentation of country case studies to identify good practices, and preparation of practical guidance and tools. To this effect, the BRMM programme has developed four practical guides for use by countries in the collection, analysis and dissemination of labour migration statistics.
The ‘Practical Guides’ are developed in English and Spanish and translated into French. To improve the quality of these Practical Guides, the ILO is seeking the service of a qualified editor and proofreader in French to review, edit, proofread and format these documents and make them ready for design and publication.
- Objective and scope of the assignment
The objective of this assignment is to carry out the review, editing, proofreading and formatting of the ‘Practical Guides’ to ensure that they are accurate, coherent and consistent and that the language used is objective and neutral/balanced. The Practical Guides are as listed in Table 1.

- Key activities
Under the overall guidance of the ILO BRMM Chief Technical Advisor and technical supervision of the BRMM Communications Officer, the Consultant will review, edit, proofread and format the report on ‘Practical Guide on Mapping and Assessment of National Data Sources on Labour Migration Statistics’. More specifically, the Consultant will be responsible for:
- Reviewing the document for correct grammar and consistency, language tone, objectiveness and neutrality
- Ensuring that all references are in line with the agreed referencing style
- Formatting the report in line with ILO publication guidelines
- Aligning the Table of contents, List of Tables and List of the figures to the formatted pagination
- Ensuring quality check and proofreading of documents; ensuring that no typographical errors are left in the final text.
- Expected Outputs
The expected output from this consultancy will be four reports of the ‘Practical Guides’ as listed in Section 2 above, ‘ready for design and publication’.
- Qualifications and competencies
The successful Consultant shall have the following qualifications and competencies:
- University degree in French, Journalism, communication or a related discipline
- Knowledge of media production and communication.
- Experience reviewing, writing and editing ILO and other UN agencies publication;
- Critical thinking and analysis skills, communication skills, familiarity with writing styles and computer literacy.

All data and information received from ILO for this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference (ToR). All intellectual property rights arising from the execution of these ToRs are assigned to the ILO. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written authorization of the ILO.
- Time frame
The work will be carried out between 23 September – 13 December 2024. The details are as reflected in Table 2.

- Payment:
The payment will be made in a single instalment upon submission of a final translated and proofread copies of the ‘Practical Guides’ ready for publishing and to the satisfaction of ILO.
