The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. For more information on the Department, and how we make an impact on the world in enabling the achievement of SDGs, visit: https://www.un.org/undss/ The incumbent will report to the Deputy Director, Division of Field Operations, and serves as the focal point for UN field missions, including operational, planning and technical support on safety and security issues related to mission transitions, start-ups, drawdowns and liquidations. Working in close collaboration with DPO-DPPA focal points for security & DOS, the Senior Security Coordination Officer acts as departmental focal point for support to field missions, including on transition and withdrawal. The Division of Field Operations (DFO) serves as the safety and security focal point for the field duty stations, providing primary operational and technical support. The division is responsible for daily security coordination with the field.
Responsibilities
Within delegated authority, the incumbent will be responsible for the following: • Monitors, assesses, and advises on cross-cutting and strategic factors regarding security in field missions, including operations support offices (e.g. logistics/service centers); Cooperates with senior security managers in field missions in close coordination with the respective sections in the Department, as well as with counterparts in DPO, DPPA, DOS, OCHA, DMSPC, Missions themselves and other entities, as required, on issues with strategic impact on security; Conducts planning relating to the security aspects for mission start-ups, newly established, transitioning, or closing Missions. • Reviews strategic documents affecting the Department’s role in various processes, Mission budget submissions, reports/questions from budgetary and audit elements; In consultation with the concerned geographical desks reports to senior management on cross-cutting security issues affecting Missions; Prepares related strategies, plans, after action reviews and recommendations in coordination with relevant mission and UNHQ stakeholders in support of decision-making related to peace operations. • Monitors the overall delivery of mandated security support provided by Missions in coordination with geographical desks to ensure consistency in service, security section staffing, and supports mission security personnel in developing the security component of mission budgets and works with mission representatives for budget presentations to budgetary committees; acts as focal point in preparation for their security requirements; Participates in working groups in support of security requirements in Mission settings. • Provides specialized advice and guidance to staff working on supporting Missions within DFO geographical desks. • Participates in strategic reviews, drawdown and transition planning groups, integrated and technical assessment missions, security assessment visits, civilian staffing reviews, and military capability studies as requested by UNDSS senior management. • Identifies and promotes best practices in security management within Mission settings, as well in planning for transitions and drawdowns. • Deploys on surge to the field to support operational exigencies in field missions, in coordination with geographical desks, when required. • Performs other assignments as required.

Education
Advanced university degree (Masters degree or equivalent degree) in risk, disaster or emergency management, political, social or military science, public administration, law, law enforcement, international relations or related area. A first-level university degree, in combination with two additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.

Work Experience
A minimum of ten (10) years of progressively responsible experience in international relations, humanitarian or disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk, crisis, or disaster management in the public or private sector, responsible for responding to situations that directly impact security is required. Of these, a minimum of three (3) years international field experience in peace operations or special political missions over the past seven (7) years within the UN Common System or a similar international, governmental, or non-governmental organization within security or related area is required. Experience in planning, design, implementation, or review of risk mitigation measures related to operations impacted by insecurity is required. At least five (5) years of management or leadership experience is required. Experience with contingency planning and crisis management at the organisational level is required. Ability to deploy to the field for extended period of time in support of operational exigencies, drawdown and transition planning, is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is desirable. Note: Fluency equals a rating of “fluent” in all four areas (speak, read, write and understand). Knowledge of equals a rating of “confident” or “fluent” in at least two of the four areas.
