Local Consultancy: Health IT Policy (4 Months)

Scope of Work/Tasks:

The consultant will report to the T4D Specialist (Health)

Conduct policy assessment:

  1. Conduct desk review of different health IT policies in the Philippines, with focus on the data submission/transmission/reporting and data access (aggregates and individual) for public and private entities. The review should identify gaps, bottlenecks, opportunities, and recommendations on  submission of digital immunization records/data from electronic medical record systems (EMR) to a national repository.
  2. Identification, documentation, and assessment of current national and sub-national practices and policies in collecting immunization data from private providers.
  3. Prepare a white paper on the review and assessment results.

Facilitate policy round table discussion:

  1. Plan, organize, and implement policy round table discussion with experts and primary stakeholders (max of 15 pax), with focus on electronic submission of immunization data from EMR systems.
  2. Prepare background materials, guides, and present results of the review and assessment to the stakeholders during the round table discussion.
  3. Facilitate the round table discussion on policy levers and recommendation.

Develop policy artifacts:

  1. Update the white paper with the inputs from the round table discussion.
  2. Based on the recommendation, develop a draft policy artifact (e.g., Department Order, Administrative Order, Joint Circular).
  3. Present policy artifacts to UNICEF and primary stakeholders (i.e., DOH).

Deliverables/Outputs:

– White paper on the policy review.

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree is required in health informatics/eHealth/digital health (or other related fields), with at least 5 years of experience in health policy and health information technology space.

Knowledge/Expertise/Skills required:

Work Experience:

  • Strong understanding of the country’s digital health landscape.
  • Strong public health policy background.
  • Experience in policy development.
  • Experience in organizing and facilitating high-level discussions.
  • Experience in working with government agencies.
  • Excellent communication and written skills in English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
