SCOPE OF WORK:
The IRC’s Home Study and Post-Release Services (HSPRS) programs for unaccompanied children in the U.S. has grown from six IRC offices to more than 17 offices throughout the US. This is a national, multi-million-dollar project with ambitious delivery goals in a short time frame. This position is part of a contract ending September 30, 2026.
The goals of the Home-Study Post Release Services Program (HS/PRS) are to:
- Assess the safety and suitability of a sponsor before an unaccompanied child is released from custody into a sponsor’s care (Home Study)
- Provide case management support via remote and / or conducting in-home visits to ensure the continued safety and stability of children in sponsor’s homes and linking children to resources in the community (Post Release Services).
- The Quality Assurance and Monitoring Officer is a full-time position that will support IRC’s Home Study and Post Release Services (HSPRS) for Unaccompanied Children (UC). The role will focus primarily on quality assurance, internal monitoring, and strengthening systems to ensure IRC complies with the funder contract.

COMPLIANCE:
- Regularly review ORR policy to ensure IRC complies with funders’ requirements.
- Ensure ORR policies and IRC protocols/best practices are being implemented via training, materials, resources, and communication updates to program offices.
- Act as point of contact for any ORR policy related consultations, disseminating policy updates to HSPRS HQ and office staff and interpreting policies as necessary.
- Update all guides, documents, templates, and spreadsheets to align with ORR policies, including the HSPRS Protocol Manual. Confirm contract compliance and confidentiality of all HSPRS information by ensuring documentation is entered into relevant databases, including ETO, Box, and the UC Portal and performing audits.
- Audit IRC HSPRS databases to ensure accurate, timely, and consistent records.
- Review and submit HSPRS documentation as needed, with an emphasis on reports.
- program statistics according to IRC and funder timelines (monthly/ quarterly/ annually).
- Identify non-compliance issues through records and tracking systems, including root-cause analysis and corrective actions.
QUALITY ASSURANCE:
- Provide oversight of program quality and quality assessment tools.
- Facilitate communication between regional team and HSPRS offices to identify program needs to improve service delivery.
- Facilitate regular internal quality assurance checks that reflect funder timelines.
- Co-lead QA and Regional meetings to ensure communication is clear and policies are adhered to.
- Guide administrative and direct service staff in using evaluation-related systems and protocols (e.g., ETO, reporting) across regions to ensure that programs are implemented with quality and staff are supported. Participate in, and facilitate trainings, community of practices, and other meetings with internal and external stakeholders to share best practices for UC services.
- Comply with all IRC and contracted policies, procedures, and protocols including the IRC Way and Child Safeguarding Policy.
- Create written internal guidelines for offices to develop and engage in their quality assurance efforts.
- Create written internal framework for the monitoring and evaluation process to ensure consistent procedures and communication.
- Supervise a team of interns to assist with data and quality assurance tasks.
MONITORING:
- As part of the Quality Assurance team, coordinate and oversee ongoing desk monitoring of local case managers implementing this program. Review and refine desk monitoring protocols and develop tools to meet program guidelines.
- Other duties as assigned.
- Alongside the Senior Program Officer of Quality Assurance and Data, co-lead remote and on-site monitoring visits to IRC’s HSPRS offices while implementing tools that assess program outcomes related to impact and quality; including completing a final narrative report which aligns with funder guidelines and a follow-up action plan to ensure final compliance with internal and funder monitoring findings.
- Prepare the IRC HSPRS program for funder monitoring.
Requirements:
Education:
- Bachelor’s degree required, preferably with a concentration in business administration, international affairs/policy management, non-profit management, finance and accounting, etc.
Work Experience:
- Relevant professional experience in human services and quality assurance experience with a minimum of 3 years’ experience is required.
- Experience working with unaccompanied children, refugee and/or immigrant populations strongly preferred.
