The HR Officer – Recruitment will be responsible for filling positions that vary from short-term, emergency response, international and full-time needs to meet demands of donors and programs in the main offices and field locations. This individual will be responsible for pro-active sourcing, advertising, screening, interviewing, reference checking and final negotiations for open positions. S/he will also initiate and implement recruitment strategies to increase the IRC’s talent pool and pipelines and will provide input to ensure the IRC has diverse global talent that performs at a high level responding to the changing needs of the organization. S/he will implement industry “best practices” that ensure the timely selection of top talent and will recruit for talent that will support IRC’s organizational culture, while contributing to IRC’s position as an employer of choice.
Major Responsibilities:
–Handle full recruitment cycle for national vacancies through:
§Coordination with hiring managers to understand job needs and requirements
§Sourcing, screening, and shortlisting of CVs
§Interviewing and presenting recommendations for hire
§Scheduling interviews for candidates with hiring managers and technical interviewers
§Reference checking and ensuring compliance
§Extending offers and closing requisitions
§Ensuring each recruitment process is documented and available for further reference
–Feed into the local recruitment tracker and ensure communicating periodic updates as needed
–Conduct orientation sessions for new Hiring Managers and introduce them on IRC’s recruitment practices
–Provide guidance to Hiring Managers on recruitment practices for national staff/consultants
Minimum Qualifications:
Work Experience: 3+ years of experience in Recruitment and Talent Acquisition in the humanitarian sector
Demonstrated Skills and Competencies:
- Language Skills:Excellent command of Arabic and English Languages
- Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications
- Strong organizational and time-management skills; proven ability to prioritize and deliver on time
- Strong analytic problem-solving skills
- Ability to work both independently and in a dynamic, cross-functional global team structure
- Highly proficient in Microsoft Office suite
- Demonstrated ability to work effectively with stakeholders at all levels
- Ability to manage and work through change in a proactive and positive manner
Working Environment: Standard office working environment. The role will be based in IRC offices in Beirut.
